Hans-Georg Bögner (born January 3, 1955 in Marburg an der Lahn ) is a German cultural manager and honorary professor at the Cologne University of Music and Dance .

Life and professional activities

Hans-Georg Bögner was born on January 3, 1955 in Marburg an der Lahn. He is married and has four kids. He graduated from high school in 1975 and attended the directing class in Munich from 1975 to 1977. From 1977 to 1983 he studied theater , film and television studies , German literature and history at the University of Cologne .

In 1983 Bögner was a member of the interim management of the Cologne private theater " Theater der Keller " for several months . From October 1983 to April 1984 he worked for the city director of the city of Hürth in preparation for the Bürgerhaus Betriebsgesellschaft mbH, whose first managing director he was from May 1984 to March 1987. Also in 1983 he was a founding member of the " Theater im Bauturm ", which opened in October of that year.

Since April 1987 Hans-Georg Bögner has been managing director of the SK Stiftung Kultur , the cultural foundation of the Sparkasse KölnBonn . Since January 1991 he has been managing director of their youth and media foundation .

Since 1990 Bögner has held various teaching activities in cultural management and cultural policy at various universities in Germany (Berlin, Hamburg, Lüneburg, Ludwigsburg, Hildesheim, Cologne) and Austria (Vienna).

Hans-Georg Bögner was a member of the Cologne City Council from 2004 to 2009. He was the cultural policy spokesman for the SPD parliamentary group. He was first deputy chairman of the art and culture / new museum buildings committee, member of the economic committee and deputy member of the election committee for the local elections in 2009. Since he had been illegally using his doctorate since 2001, he resigned from the council (on February 22, 2009).

Since May 2007, Bögner has been a board member of the MedienStiftung Kultur in Cologne and, since 2008, director of the “Akademie für uns kölsche Sproch”, both institutions of the superordinate SK Stiftung Kultur of the Sparkasse KölnBonn.

In June 2008, Hans-Georg Bögner was awarded the title of Honorary Professor at the CIAM (Center for International Art Management) at the University of Music and Dance, Cologne. He publishes articles on cultural policy, foundation and cultural management in various media.

Doctorate controversy

Hans-Georg Bögner held the academic degree 'Dr. rer. pol. ', which he supposedly acquired in 2001 in the economics and social sciences department of a north German university. For an amount of around 2500 euros, a title dealer who has now been legally convicted has taken on the formalities of the doctorate and staged a disputation. The official version of the acquisition of the doctoral degree was that Bögner received his doctorate in economics in March 2001 as part of a research project on the foundation system at the University of Hamburg.

Before Christmas 2008, the title dealer wanted to blackmail Bögner by falsely acquiring the doctorate. Bögner did not allow this, called on lawyers and immediately informed his employer, the Lord Mayor of Cologne and the university institute in which he was teaching, and filed a criminal complaint.

On February 17, 2009 he publicly announced that his degree 'Dr. rer. pole.' no longer lead. After it became known that he was wrongly using his doctoral degree, Bögner withdrew from the Cologne city council on February 22, 2009. At the council meeting on March 26, 2009, he resigned from his mandate.

A preliminary investigation opened against Bögner on the basis of a complaint by the right-wing extremist party “ pro Köln ” was discontinued after a short time. Hans-Georg Bögner did not use the academic degree during the ongoing proceedings; he had it removed from his identity card a year before the facts were announced. His official title 'Professor' was not affected by the events.
