Hans-Hermann Kocks

Hans-Hermann Kocks (born July 15, 1945 in Hergensweiler ) is a retired German lawyer and association official.

Life

Hans-Hermann Kocks attended the humanistic Landfermann-Gymnasium in Duisburg and from 1961 the Realgymnasium Landschulheim Schloss Ising am Chiemsee, where he passed the Abitur in 1965. In the winter semester of 1965/1966 he began studying law at the Julius Maximilians University of Würzburg . In 1967 he continued his studies at the Ludwig Maximilians University in Munich . In 1968 he moved to the Rheinische Friedrich-Wilhelms-Universität Bonn , where he passed the first state examination in 1971 . After a six-month stay abroad in England, he completed his legal clerkship in Bonn and passed the second state law examination in Düsseldorf in 1975 .

At the beginning of 1976 he took up the position of legal advisor at the Trier Chamber of Crafts. In 1978 he was elected general manager of the Trier Chamber of Crafts . He held this position for over thirty years. Kocks was the initiator of the establishment of the Craftsmen's Council in the Euroregion Saar-Lor-Lux-Trier and the installation of the Euro Info Center Trier. There have been allegations of subsidy fraud against the EIC since 2008. After the fall of the Wall, he took part in the development of the District Chamber of Crafts in the twin town of Weimar . He was a member of the advisory board of the Investment and Structural Bank Rhineland-Palatinate (ISB) in Mainz.

In 2008, Kocks was fired after he and his deputy came under suspicion of subsidy fraud and investigations by the public prosecutor's office had confirmed this suspicion. In 2013 the Trier police forwarded the results of their investigation to the public prosecutor's office. When the preliminary investigation against Kocks will be completed and when a trial will begin is "not yet foreseeable," the police said in 2013.

In autumn 2013, the Koblenz public prosecutor brought charges against Kocks for subsidy fraud. Between 2003 and 2008, he and three co-defendants are said to have settled personnel costs for services in eight cases in publicly funded projects of the Chamber of Crafts, which in reality were never or only partially performed. The public prosecutor reported that there was damage of around 880,000 euros. The trial against Kocks is slated to begin in 2014. The public prosecutor and the police had evaluated around 650 evidence - including files full of project applications, proof of work and accounts with funding providers. More than 50 witnesses were interrogated. On September 22, 2015, the main hearing opened before the fourth large criminal chamber of the Koblenz Regional Court. At the beginning of the trial, Kocks rejected all allegations. He had not made himself a criminal offense. The good name of the Chamber of Crafts was damaged, as was his life's work. His lawyer accused the public prosecutor of not having considered exonerating expert reports. The procedure was scheduled until the end of 2016.

On January 19, 2017, the Koblenz regional court sentenced the ex-HWK general manager to a fine of 27,000 euros in one of eight cases for taking note of incorrect accounts amounting to 87,000 euros that had taken place under his management. Kocks submitted a request for revision, the decision of the Federal Court of Justice is still pending.

In 1993 he was awarded the Ribbon of the Corps Marchia Brno . From 1982 to 1986 he was a treasurer on the board of the Association of Old Corps Students .
