Hans Ludwig von Oppell (born June 26, 1800 in Krumhermsdorf ; † July 29, 1876 in Kleinzschachwitz ) was a German police director, governor and the founder of the Dresden Hechtviertel .

Hans Ludwig von Oppell was born in 1800 as the son of Hans Adolf von Oppell (1767–1849) and Henriette Charlotte Auguste von Schleinitz (1772–1846). His father belonged to the Saxon court as a chamberlain from 1798 . His older brother Hans Heinrich von Oppell (1796–1872) was adjutant to Prince Johann of Saxony . In 1833 Hans Ludwig married Susanne Maximiliane Freiin von Werthern from the Wiehe family (1785–1866). Their son, Hans Leo von Oppell (1846–1915), was a Saxon chamberlain and captain.

Hans Ludwig von Oppell held the office of a secret government councilor in the Dresden district directorate of the Kingdom of Saxony . From 1831 to 1853 he was police director in Dresden . Between 1836 and 1841 he acquired a total of 23 hectares of land in what is now the Dresden district of Leipziger Vorstadt . This area had been used by the Saxon army as an artillery training area until 1833 and was therefore almost undeveloped. The area was then called "Auf dem Hecht" because a path led through it that led to the vineyard of the forester Hecht, where the inn "Zum Blauen Hecht" was also located. Von Oppell planned to build a housing estate on the site. In 1842 he received the building permit and the first residential houses, farm buildings and gardens, the so-called “new extension on the von Oppell fields”, were built. The new district was known as Oppellvorstadt among the population of Dresden . In the following decades it developed into a densely built workers' residential area and was given the name Hechtviertel .

The Russian Emperor Nicholas I awarded Oppell the Order of St. Anne, 2nd Class in 1838 .

Hans Ludwig von Oppell died in 1876 and was buried in the Inner Neustädter Friedhof .

Today's Hechtviertel was popularly referred to as Oppellvorstadt for a long time . A street in the newly created district was called Oppellstraße from 1859 , and in 1956 it was renamed Rudolf-Leonhard-Straße . Today a pub at Rudolf-Leonhard-Straße 40 bears the name Oppell 40 .
