After completing his school years with the upper secondary qualification, Harald Philipp began an apprenticeship as a retail salesman at Alfred C. Toepfer's Hamburg grain trading company from January 1, 1938 to January 1, 1941 . In 1940, as an apprentice, he managed the newly established pottery branch in Poznan. In 1941 he passed the commercial assistant examination at the Hamburg Chamber of Commerce and Industry. Then he was drafted into army service, joined Army Group South and was dismissed as a first lieutenant in 1945. Harald Philipp received acting lessons from Helmuth Gmelin in Hamburg . In 1946 he made his debut as an actor. On October 25, 1947, he married the actress Erika (called Viola) Liessem. He appeared on the stages in Osnabrück, Hanover and Cologne. He then took over work as a camera assistant and worked as a dubbing director for the Berlin broadcaster RIAS . He was also the director of the first program of the Berlin cabaret Die Stachelschweine .

In 1956 he directed his first feature film. Several musical comedies and war films followed, for which he mostly provided the script. In the sixties he directed the Karl May films Winnetou and the half-blood Apanatschi and The Oil Prince as well as the Jerry Cotton films Murder Night in Manhattan and At Zero O'clock the trap snaps shut .

In the movie review Philipps performances were almost always negatively received very. Again and again it was criticized that in spite of excessive heartiness, sentimentality and often brutality, there was hardly any tension in his films. Kay Less judged that Philip's films "showed routine craftsmanship, but did not reveal any inspiration or even their own handwriting."

In later years, Harald Philipp concentrated entirely on contributions to television series such as the Buchholz family, Sergeant Berry , The Protocols of Mr M. and Three Ladies from the Grill .

On March 11, 2005, a brass plaque was placed in his honor on his former home in Berlin, Kudowastraße 15 / corner of Flinsberger Platz 3.
