Harouna Niandou
Harouna Niandou (* 1946 in Niamey ) is a Nigerien journalist and politician .
Life
Harouna Niandou is a brother of the politician Bibata Niandou Barry and the political scientist Abdoulaye Niandou Souley . He went to elementary and middle school in Niamey and studied literature . From 1966 to 1988 he held various positions in Niger’s state media. He worked for the state print media ( Le Sahel , Sahel Dimanche ) as editor, editor-in-chief and publisher. At the state broadcasting corporation ORTN he was the first editor-in-chief responsible for national television and moderated radio programs . Niandou also advised the Ministry of Information on the establishment of the press agency Agence Nigérienne de Presse . Parallel to his professional activity, he obtained diplomas from the École Supérieure de Journalisme in Lille and the Center de Formation des Journalistes in Paris and completed further training in journalism in France and Tunisia . In 1970 he was the founding president of the Nigerien film organization Association des Cinéastes and was chairman of the film critics at the 1972 FESPACO film festival .
Niandou was a member of the commission that drafted the Constitution of the Second Republic (1989-1992), which was adopted in the 1989 constitutional referendum . During the Second Republic he worked as Secretary General in the Ministry of Social Development, Population and the Advancement of Women. He was also a member of the 1991 National Conference, which heralded the transition from the military-dominated one-party system of the National Development Society's Movement to a civil multi-party system. In the national conference he was secretary of the commission for social affairs and culture. He was also a member of the commission for drafting the Constitution of the Third Republic (1993-1996), which was adopted in the 1992 constitutional referendum . Niandou left the civil service in 1993 to coordinate a social marketing project funded by the United States Agency for International Development (USAID) . When the Third Republic was dissolved by a military coup and the Fourth Republic (1996–1999) was established instead, USAID withdrew from Niger in protest.
During the Fourth Republic, Harouna Niandou was appointed to the government. From August 23, 1996 he was State Secretary to the Minister for Social Development, Population, Advancement of Women and Child Protection, Minister of Health from June 13, 1997 and Minister of Water Resources and Environment from December 1, 1997. The Fourth Republic and thus Niandou's ministerial career ended with the military coup on April 9, 1999. Niandou then worked for the intergovernmental organization Autorité du Bassin du Niger as administrative and financial director. In 2018 he became President of the Fédération des Associations des Cinéastes du Niger , a newly founded association of Nigeria's film organizations.
