Heiner Horsten

Heiner Horsten (born August 8, 1947 in Hüls (Krefeld) ) is a former German diplomat who was last permanent representative to the OSCE in Vienna between 2008 and 2012 .

biography

After graduating from high school in Krefeld , he studied law and political science at the Rheinische Friedrich-Wilhelms-Universität Bonn and the Ludwig-Maximilians-Universität Munich between 1967 and 1972 . After the first state examination in law in 1972, he completed his legal preparatory service from 1973 to 1975 and then passed his second state examination in 1976.

In 1976 he entered the diplomatic service and after completing his preparatory service between 1978 and 1981 he was employed at the Foreign Office in Bonn as a consultant for European policy and as a consultant for personnel at international organizations . He was then cultural advisor at the Consulate General in New York City between 1981 and 1984 . After his return to Germany, he first became a consultant for arms export control in the Foreign Office in 1984, then between 1986 and 1987 consultant for disarmament and arms control and finally from 1987 to 1988 consultant in the personnel department.

Between 1988 and 1993 he was a freelance chairman of the Federal Foreign Office's staff council .

In 1993 he was appointed permanent representative of the ambassador to the Czech Republic .

In 1997 he returned to the Federal Foreign Ministry, where he became Head of Division for Nuclear Disarmament and Non-Proliferation of Weapons of Mass Destruction (Division 240). From 2001 to 2002 he was head of the budget and finance department (department 109) and budget officer of the Federal Foreign Office. Afterwards he was first deputy head of the central department and finally from 2004 to 2008 as chief inspector, head of organizational consulting, internal auditing and corruption prevention.

In August 2008 he succeeded Axel Berg as Permanent Representative of the Federal Republic of Germany to the OSCE in Vienna. He held this position until his retirement and was then replaced on July 13, 2012 by Rüdiger Lüdeking , who was previously Ambassador and Permanent Representative of the Federal Republic of Germany to the United Nations Office and other international organizations in Vienna.
