Heinrich Martin Rütten (born August 22, 1901 in Krefeld , † March 27, 1957 in Euskirchen ) was a German politician and administrative lawyer.

Life

Rütten was the son of a silk goods manufacturer. After finishing school in Krefeld, Heinrich Martin Rütten studied law at the Universities of Bonn and Marburg from 1920 on and passed his first state examination on July 14, 1924 . In April 1924 he received his doctorate with a dissertation on "International Private Law". He became a trainee lawyer at the Trier district government and passed the second state examination on April 28, 1928. Before Rütten became a government assessor at the Altena district office in 1929 , he studied languages in Paris and London . On February 1, 1930, he was transferred to the Grevenbroich district office , before moving to the Minden district office four years later . In December 1934 he was a member of the government and on February 1, 1935 he was seconded to the Minden government . With the support of the director of the Bethel institutions, Fritz von Bodelschwingh , he was appointed district administrator of the Bielefeld district on March 1, 1938 and remained in this position - with interruptions - until January 1944.

From the end of March 1939 to mid-June 1939, Rütten was seconded to Tabor in the so-called Protectorate of Bohemia and Moravia , and from August 1939 to mid-November 1939 to the German military mission to Pressburg in the Slovak Republic . During the Second World War , from May 1940 to January 1944, with a short interruption, he was also employed as a deputy district administrator in Halle / Westphalia and from January to June 1943 in Recklinghausen . After an illness-related absence from his post from February 1944, he was seconded to Esch in Luxembourg in mid-1944 . At the beginning of 1943 he had volunteered for military service, which he had to give up after a short time for health reasons.

In April 1933 Rütten became SA-Sturmführer , on January 1, 1935 a supporting member of the SS and from May 1, 1935 a member of the NSDAP . In the denazification process , the Krefeld Main Committee classified him in category IV with the consequence that he had to resign from public office and forego half of his pension. Since this decision became final, a change could only be achieved through a retrial . This ended on February 16, 1951 with the classification in category V.

In May 1951, Rütten was elected chief district director of the Euskirchen district. In this position he stayed on a business trip until his death in a traffic accident.
