Laubach shaped the state capital for many decades through its professional and political activities. The architect was a member of the Mainz city council for almost 33 years from 1956 to 1988. From 1961 to 1977 he headed the CDU parliamentary group of the council.

Within the Mainz model, which included all parties in power in the city, he worked with Jockel Fuchs , Paul Distelhut (SPD) and Günter Storch (FDP). In addition to local politics, Laubach was also a member of the Rhineland-Palatinate state parliament in the 6th electoral period from 1967 to 1971.

As an architect, he made a name for himself in the 1960s and 1970s, among other things with the conception of the " Am Brand " site as an open shopping district, the Rheingoldhalle , the (Rhine) Hilton Hotel and the ZDF broadcasting center with the ZDF high-rise on the Lerchenberg attentive. On April 26, 1962, Laubach and Günther Müller were among the winners of the nationwide tender for the redesign of the banks of the Rhine and the Halleplatz / Brandt area, which was still in ruins. The Rheingoldhalle was built from 1965 to 1968 on Halleplatz on the banks of the Rhine near the Theodor Heuss Bridge. On September 8, 1966, Laubach surprised Mainz politicians and the population with his provocative proposal to accommodate the new Mainz town hall and the city administration in the Electoral Palace . Under his parliamentary group chairmanship, the decision to build on Halleplatz was made on May 31, 1967. Heinz Laubach was chairman of the building commission for the New Mainz Synagogue , which was inaugurated on September 3, 2010.

In August 2011, Laubach rated the ideas from ECE Projektmanagement to build a shopping center on Ludwigsstrasse with Karstadt as the anchor tenant as positive.
