Harpignies was born in Valenciennes, his family has its roots in Belgium. It was not until 1848 that he began studying painting after he had given up his activity as a traveling salesman. His teacher was the landscape painter Jean Alexis Achard (1807-1884). In the years 1850-1852 he traveled through Germany and the Netherlands to Italy . In Rome he studied at the academy .

After his return in 1852, Harpignies set up his own studio in Paris . Here in the metropolis he met the two artists Jean-Léon Gérôme and Jean-Louis Hamon , who, like him, were at the beginning of their careers. The following year he made his exhibition debut in the Salon with views of Capri and his native Valenciennes. He exhibited regularly in the salon, but only became known in 1861 for the forest on the banks of the Allier . In 1863 he made his second trip to Italy, where he stayed until 1865. This stay left lasting impressions and influenced his later work. In 1866 he received a medal for the painting Evening in the Roman Campagna , which was bought for the Musée du Luxembourg . Harpignies continued the landscape painting initiated by Camille Corot .

In 1868 and 1869, respectively, he won a medal, in 1875 he became an officer of the Legion of Honor (Légion d'honneur) and in 1900 he received the Grand Prix at the World Exhibition . Harpignies was also active as a graphic artist and watercolorist . From 1878 he was based in Saint-Privé. His atmospheric landscapes were created under the influence of the Barbizon School .

On his 97th birthday he could look back on a long and successful life. He died a month later.
