Henry Joseph Clarke , QC (born July 7, 1833 in Donegal , Ireland , † September 13, 1889 in Medicine Hat , Alberta ) was a Canadian politician and lawyer . He was Prime Minister of Manitoba Province and ruled from March 14, 1872 to July 8, 1874.

biography

Clarke immigrated to Québec with his family at the age of three and spent his youth in Montreal . After studying at the Collège Sainte-Marie, he was admitted to the bar in 1855. In 1858 he moved to San Francisco , where he worked temporarily as a journalist; in the early 1860s he was in El Salvador . He returned to Montreal to pursue his traditional profession. In 1863 he ran unsuccessfully for a seat in the parliament of the province of Canada , four years later he published a biography of the politician Thomas D'Arcy McGee .

On the advice of George-Étienne Cartier and Bishop Alexandre-Antonin Taché , Clarke went to Manitoba in 1870 to assist Lieutenant Governor Adams George Archibald in establishing the provincial government. He was elected to the Manitoba Legislative Assembly on December 30 of the same year, and was appointed Attorney General four days later . In this office he was instrumental in building the judicial system, but there were often differences of opinion between him and Archibald. In the general election in 1874 , Clarke ran in the Provencher constituency against the exiled Métis rebel leader Louis Riel . Both withdrew their candidacies to allow the election of George-Étienne Cartier.

On March 14, 1872, Clarke assumed the office of Prime Minister. He negotiated with the federal government for higher subsidies, but was only able to push through a few demands. The government he led lost on July 4, 1874, a vote of no confidence , four days later Clarke resigned and also gave up his parliamentary mandate. He stayed in California again for the next three years . In 1878 and 1879 he ran unsuccessfully in the election for the legislative assembly. After the Northwest Rebellion in 1885, he defended 25 of Riel's supporters. He died in Medicine Hat in 1889 while traveling by train .
