Herbert Knauthe (born July 29, 1928 in Vienna ; † October 31, 2019 ibid), Ministerialrat i. R., was a lawyer ; he was head of the international service of the Austrian postal administration .

Life

Knauthe attended elementary and high school (s) / secondary school in Vienna , Berlin , Wolfenbüttel , Villach and Klagenfurt .

On January 5, 1944 he became an air force helper in the anti-aircraft cartillery ; from September 1944 he worked there as a gun leader (8.8 cm flak ).

In June 1946 he passed the high school diploma in Klagenfurt (with distinction). From 1946 to 1950 he studied law at the University of Vienna , where he after obtaining the Absolutoriums (Mag.iur.) For Doctor of Law (1951) received his doctorate . During his studies he was in the British zone headquarters in Klagenfurt - u. a. employed as Chief Clerk in the Education Branch. He also worked as a translator in a translation agency. After his legal practice at the district and regional court of Klagenfurt, he was a trainee attorney (1952 to 1958) and defense attorney in criminal matters (until 1963) in Klagenfurt. He also served as a defense attorney before the British Military Tribunal. In 1955 he passed the bar exam at the Graz Higher Regional Court.

In July 1958, because of his knowledge of the law and language, he was asked to join the Austrian Post and Telegraph Administration, where he was assigned to the international postal service. He initially worked in the Post and Telegraph Directorate for Carinthia as a postal law and telecommunications law officer and from 1961 (passed the higher administrative examination) as a postal inspection officer. In June 1963 he was called up to the then Federal Ministry of Transport (Section III - General Directorate for Post and Telegraph Administration), where he worked in the foreign department directly in the organization of the XV. Universal Postal Congress (Vienna 1964) was involved. He was then head of the " Universal Postal Union , international letter post service, international express mail service ( EMS ), international accounting and development aid" department as well as deputy head, then head of the entire international service.

He was an Austrian delegate at the Universal Postal Congresses in Vienna (1964) , Tokyo (1969) , Lausanne (1974) , Rio de Janeiro (1979) and Washington (1989) as well as at numerous meetings of the Executive Council and the Advisory Council for Postal Studies of the Universal Postal Union. At the Congress in Washington, DC In 1989, he acted as President of the Commission for Financial and money postal services. In addition, he was the head of the Austrian team of experts and reporter of the project "Screening and reorganization of the International Office of the Universal Postal Union" as well as reporter of the project "New building of the International Office of the Universal Postal Union", as well as initiator and reporter of the study "Maintaining Mail in Wars, in Conflicts and disputes ”, which led to the adoption of a congressional resolution on the matter. From 1988 to 1993 he was chairman of the German language group of the Universal Postal Union . (The Universal Postal Union is a specialized agency of the United Nations.)

Knauthe was also the Austrian representative at the European Conference of Post Ministers in Cannes in 1992 and at numerous events of the “European Conference of Postal and Telecommunications Administrations ( CEPT )”. During the Austrian CEPT presidency (1980 to 1982) he acted as deputy general secretary of the CEPT and at the CEPT plenary assembly in Vienna in 1982 as its general secretary. From 1988 to 1993 he was chairman of the supervisory board of CEPT-Clearing.

As a result of his initiative, Belgium, Germany and Austria organized the joint event “500 years of European postal connections” (motif of the special stamp: “The little post rider” by Albrecht Dürer). He was appointed Deputy Chairman and Senate Chairman of the Higher Disciplinary Commission at the Federal Chancellery . He also acted as chairman of the inter-ministerial working group "Air traffic protection against terrorist attacks".

He retired at the beginning of 1994, but was - from 1983 - still active until 2010 in the Austrian Standardization Institute as chairman of the professional standards committee "Office Business" (employee since 1969) and until May 2011 as an expert in the FNA "Post".

He was born with Gilberte Knauthe. Michellod (formerly an official of the International Office of the Universal Postal Union) married († 2010) and father of a son.

Services

Knauthe is the holder of the Great Silver Medal of Honor for Services to the Republic of Austria and other high honors.
