Heribert Rausch

Heribert Rausch (born March 8, 1942 , from Zurich ) is a Swiss jurist and pioneer of environmental law .

Life

Rausch completed his law studies at the University of Zurich in 1969 with a doctorate based on a dissertation on the subject of "Personal rights and the protection of the individual from hurtful press images" with Arthur Meier-Hayoz , to whom he was also an assistant. After an internship at the Supreme Court and the Commercial Court , he was admitted to the bar in the same year. A year later, he received an LL.M. from Harvard Law School. -Degree. After working as a lawyer for a long time, he was made a semi-official full professor at the University of Zurich in 1992, where he taught until his retirement in the summer of 2007.

Since his master's thesis at Harvard Law School on "Environmental Pollution as a Problem of International Law" , Rausch has published a large number of articles on environmental law. With his habilitation thesis, published in 1977, «The environmental protection legislation. Task, applicable law and concepts » he laid the scientific basis for this subject. Other noted works are his monograph on atomic energy law, the commentary on the Environmental Protection Act, of which he was a co-founder and first author, and the textbook on environmental law written together with Arnold Marti and Alain Griffel . He was also a co-founder and long-time editor of the magazine " Umweltrecht in Praxis " . Together with Alfred Kölz he founded the series of publications on environmental law, which he publishes today together with Alain Griffel.

In addition to environmental law, Rausch's research interests also apply to federal popular initiatives.

As a teacher, Rausch attached great importance to linguistic expression. For example, he introduced the new course “Writing legal texts: rules of scientific work, language and style” at the university and gave his students Tucholsky's “Advice for a bad speaker” and the paper he wrote “Advice from a long-suffering doctoral supervisor to doctores in spe »to read.

As an expert, appraiser and consultant, Rausch worked for numerous authorities and initiative committees, including as a member of the Federal Expert Commission for the Environmental Protection Act and as the author of the consultation draft for the ordinance on environmental impact assessment . In 1972 he reported under the abbreviation R-ch from the World Environment Conference in Stockholm for the Neue Zürcher Zeitung . In 1983 he was awarded the Elizabeth Haub Prize by the Université Libre de Bruxelles for his services to the development of environmental law . He was a founding member of the Conseil Européen du Droit de l'Environnement and co-founder of the Association for Environmental Law . From 1989 to 1991 Rausch was extraordinary substitute judge at the federal court . He is also a member of the International Council of Environmental Law .

The later Ordinaria Helen Keller did her doctorate in 1993 under Rausch.
