Hessen Forest

HessenForst is a state enterprise according to § 26 of the Hessian state budget regulations. It is the task of the state enterprise to manage the Hessian forest sustainably, economically and with special consideration of the common good. The Landesbetrieb Hessen-Forst was founded on January 31, 2001. The statutes specify the tasks of the Landesbetrieb, which are described in § 27 of the Hessian Forest Act.

The Landesbetrieb HessenForst looks after forests in the entire state of Hesse. The managed forest areas are divided into standardized forest offices and district foresters who carry out the activities on site. The tasks of the state company include looking after the state forest as well as corporate, community and private forests. Further offices and ancillary operations of HessenForst HessenForst Technik, the forestry education center Weilburg , the Samendarre Hanau-Wolfgang as well as two wildlife parks. The Northwest German Forest Research Institute as a joint facility of the states of Lower Saxony, Hesse, Saxony-Anhalt and Schleswig-Holstein is one of the special departments of the State Office of HessenForst. The National Park Office in Bad Wildungen , which oversees the Kellerwald-Edersee National Park , was subordinated to the Hessian State Office for Nature Conservation, Environment and Geology on January 1st, 2016 as a former HessenForst office. The state management has three specialist departments at the Kassel and Giessen locations .

The Hessian Ministry for the Environment, Climate Protection, Agriculture and Consumer Protection is responsible for technical and official control. A state works commission advises the company as an independent body.

The sustainability of forest management by the Landesbetrieb Hessen-Forst has been certified by PEFC since 2000 . The entire Hessian state forest is currently being gradually certified according to FSC .

Nature reserves

Hesse Forest supervised on behalf of the Upper conservation authority in Kassel Regional Council or Regional Council Giessen or Darmstadt Regional Council around 760 nature reserves (NSG) in Hesse. The area of ​​these protected areas is approx. 37,000  hectares , with a large part of the area consisting of forest, especially the Hessian state forest . The forest offices plan and organize maintenance measures in these nature reserves and monitor compliance with the respective protection regulations.

Management of the country's forest areas

The management of state, corporate and private forests is carried out both according to business principles and in compliance with the public interest obligation. In the state forest, the state enterprise administers and manages the business assets and the transferred properties. The state company is also responsible for the product “protective and recreational functions”. Contents are the care and development of near-natural biotopes , soil protection liming, the care of recreational facilities and the management of nature parks. The state company looks after 31 natural forest reserves. Forest decisions in the state forest are made taking into account the nature conservation guidelines.

Care of corporate, community and private forests

In corporate and community forests, HessenForst takes on the forestry operations and management. In private forests, support takes the form of general support in the form of advice. The forest management is based on individual contracts between the forest owner and HessenForst. As part of the support, the Landesbetrieb HessenForst supports the forest owners in setting their operational goals and implements these together with the forest owner. An important part of the advisory activity is the information about possible financial support for measures in the forest and the support with funding applications.

Forest management work

The state company creates medium-term planning works as a control instrument for sustainable forest management, so-called forest management works. The basics for this, knowledge of the soil as a silvicultural site and forest growth are also created by the state company. For other forest holdings, the creation of forest facilities and reports on forest valuation are offered as a service. The preparation of expert reports on the species of the Habitats Directive is supported by HessenForst. Forest planning and nature conservation processing are carried out by Department II of the state management, most of which is based in Gießen .

Forest research

The Nordwestdeutsche Forstliche Versuchsanstalt (NW-FVA) is a joint research facility and service center for the states of Hesse, Lower Saxony , Saxony-Anhalt and Schleswig-Holstein . The legal basis is a state treaty. The NW-FVA conducts forest research and advises forest owners, forest companies, administrations and politics in the participating countries. Research content covers the areas of forest growth, forest protection, environmental control and forest genetic resources. Against the background of climate change, globalization and the increased demands of society, the Northwest German Forest Research Institute works on an interdisciplinary basis with other research institutions in Germany and throughout Europe.

Tasks as lower forest authority

The forest offices act as a lower forest authority in matters of new forest establishment or deforestation . In matters of forest law, the forest offices are subordinate to the regional councils as higher forest authorities.
