Tatsuo Hirano ( Japanese 平野 達 男 , Hirano Tatsuo ; born May 2, 1954 in Kitakami , Iwate Prefecture ) is a Japanese politician ( LPDPJ → non-party ( NRP faction) → LDP ). From 2001 to 2019 he was an MP for Iwate in the Sangiin , the upper house of the national parliament , and from 2011 to 2012 a minister in the Kan and Noda cabinets.

Hirano, a graduate of Tokyo University's Agriculture Faculty , became a civil servant at the Department of Agriculture after graduating in 1977 . In 1982 he completed a graduate degree from Iowa State University . In the 1990s, the ministry sent him to the Iwate Prefectural Administration. In 2000 he was also a lecturer at the University of Tokyo and at the Graduate School of Iwate University. In 2001 he ended his civil service career and turned to politics.

Hirano ran in the 2001 Sangiin election in Iwate (one mandate per election) for the Liberal Party of Ichirō Ozawa , also from Iwate, and won just under 6,000 votes against former Agriculture and Defense Minister Tokuichirō Tamazawa (LDP). In 2003 the Liberals became part of the Democratic Party , for which Hirano was re-elected with a clear majority in 2007 . In Sangiin he was chairman of the agriculture committee in 2009 and the budget committee in 2010. In September 2010 he became “Vice Minister” under the Kan cabinet in the cabinet office , where he was responsible for the “National Strategy Office” created in 2009 , which is supposed to ensure the primacy of politics in drawing up the budget. In 2011 he took over responsibility for the reconstruction after the Great East Japan Earthquake . In July 2011 he replaced the resigned Minister of State Ryū Matsumoto in the Kan cabinet and was taken over by Yoshihiko Noda in September 2011 in the same function in his cabinet . In February 2012 he became the first " Minister of Reconstruction" ( fukkō-daijin ) on the occasion of the establishment of the reconstruction authority and handed over responsibility for civil protection to Masaharu Nakagawa . He remained a minister until the change of government in December 2012.

In March 2013, Hirano announced that he would leave the Democratic Party and run as an independent in the upcoming 2013 Sangiin election. Hirano was confirmed in office with 243,368 votes (39.7%) against candidates from both the Liberal Democratic and Democratic Parties and Ichirō Ozawa's Seikatsu no Tō and two other candidates from the KPJ and HRP . After the election he joined the Shinto Kaikaku faction . Shortly after the Sangiin election in 2016 , after which the LDP had 121 of the 242 seats, Hirano joined the LDP (applied for July 12, completed July 23), thereby gaining the first independent Senate majority since 1989.

In the 2019 Sangiin election, Hirano lost 46.3% of the vote to the center-left opposition candidate Takanori Yokosawa (49.0%; after the election to the DVP ).
