The Hoftoren is a skyscraper in The Hague . The building designed by the architects Kohn Pedersen Fox dates back to 2003. At 142 meters, it is the third tallest building in The Hague. Due to its unusual shape it has the nickname "de Vulpen" ( German for the pen ). The building houses the Ministry of Education, Culture and Science .
Originally the height was supposed to be 170 meters, but the additional mast was not implemented. On November 9, 2007, a spokesman for the fire brigade announced that the building could pose a risk in wind force 9 and higher. In the same year and the following year, the area around the main tower was cordoned off several times because aluminum plates of the tower could come loose and threaten to fall off. Research confirms that this is a structural problem that can occur in very strong winds. In addition, residents complain of a loud whistling noise when there is strong air movement, which is probably caused by the openings in the upper part of the high-rise, which is attached for aesthetic reasons.
