Hor Namhong (born November 15, 1935 in Phnom Penh ) is a Cambodian diplomat and politician .

biography

After studying at the Royal School of Administration, which he finished with a diploma in diplomacy , he entered the diplomatic service . Between 1967 and 1973 he worked at the embassy in France . During this time he also studied law at the University of Paris , graduating with a Master of Laws . He also completed postgraduate studies at the Institute for Advanced International Studies at the University of Paris.

In 1973 he was appointed ambassador to Cuba . In 1975 he returned to Cambodia, where he joined the Khmer Rouge under Pol Pot until 1979 . After the invasion of Vietnamese troops, however, he joined the new government under Prime Minister Heng Samrin and was appointed by this to Vice Minister of Foreign Affairs and the representatives of the current Prime Minister Hun Sen . In 1982 he was appointed ambassador to the Soviet Union . He held this office until 1989. He then became Minister of the Council of Ministers and then from 1990 to 1993 Foreign Minister in the government of Prime Minister Hun Sen. During this time he was also one of the main negotiators in the peace talks that ultimately led to the Cambodian conflict with the Paris Peace Treaty of October 23, until 1991 Finished in 1991 . From 1991 to 1993 he was also a member of the Supreme National Council of Cambodia.

After the first free elections in 1993 , which weakened the Hun Sens position, he left the government and was appointed ambassador to France in September 1993 after Norodom Sihanouk was again crowned King of Cambodia .

After his return to Cambodia, Prime Minister Hun Sen reappointed him as Minister for Foreign Affairs and International Cooperation on November 30, 1998. Shortly before that, he had also been elected a member of the National Assembly as a representative of the Cambodian People's Party (CPP). He was also appointed Deputy Prime Minister on July 15, 2004 as part of a government reshuffle.

In his role as Foreign Minister, he gave a speech at the 70th General Assembly of the United Nations in October 2015 .

He resigned as Foreign Minister on April 4, 2016 after 17 years in office, but remained Deputy Prime Minister.
