Horst-Helmut Becker (born May 22, 1956 in Cologne ) is a German politician of the Green Party .

Political party

From 1998 to 2013 Becker was chairman of the Middle Rhine district association of the Greens. From 1998 to 2006 he was chairman of the Rhein-Sieg district association. In this capacity, he was a critic of the then red-green coalition in North Rhine-Westphalia from 2000 to 2005. In 2000, before the conclusion of the coalition negotiations between the SPD and the Greens, the Rhein-Sieg district board, on Becker's initiative, decided to reject the coalition agreement at the state party conference. In 1994 and 1998 he stood as a direct candidate for the Bundestag in the constituency Rhein-Sieg-Kreis I and received 7.3 (1994) and 5.1 percent (1998) of the first votes, respectively.

Mandates

Horst Becker has been a member of the council since 1984 and was chairman of the Greens in Lohmar until June 2010 . From 1988 until he took office as State Secretary in the Ministry of Transport in North Rhine-Westphalia in 2010, he represented the city of Lohmar as a member of the aircraft noise commission at Cologne-Bonn Airport.

From 1989 to 2010 he was a member of the district council of the Rhein-Sieg district and was chairman of the parliamentary group there. Until the end of 2010 he held the same function in the regional council of the administrative district of Cologne .

Horst Becker has been a member of the North Rhine-Westphalia state parliament since June 8, 2005. In the term from 2005 to 2010 he was a member of the municipal committee, the committee for construction and transport and a deputy member of the finance committee. In the minority government of Kraft (SPD / Greens) he was Parliamentary State Secretary for Transport in the Ministry of Economics, Energy, Building, Housing and Transport of the State of North Rhine-Westphalia from July 15, 2010 to March 14, 2012 .

From June 21, 2012 to June 1, 2017, he was Parliamentary State Secretary for Rural Areas in the Kraft cabinet at the Ministry for Climate Protection, Environment, Agriculture, Nature and Consumer Protection of the State of North Rhine-Westphalia .

Positions

Horst Becker has called for an amendment to the General Railway Act for the Ministry of Transport in order to enable direct awards in local rail passenger transport .

He aims to introduce the Rhine-Ruhr Express . Overall, North Rhine-Westphalia should receive significantly more money when the regionalization law is updated.
