Hygiene inspector
Sanitary inspectors and health overseers mainly work in public health authorities (e.g. health departments ). In some federal states, hygiene inspectors are civil servants. The job title Hygieneinspektor is derived from civil service law , which is used by some professional associations (for example the Federal Association of Hygiene Inspectors ) as a collective term for this professional group.

Hygiene inspectors have specific inspection and control tasks in the public health system . The tasks can vary depending on the local conditions. In the areas of communal and environmental hygiene , hygiene inspectors particularly monitor drinking water supply systems , swimming pools and community facilities and determine measures to prevent and combat communicable diseases. For the infection protection sub-area, epidemiological data surveys are collected, evaluated and assessed on the basis of the Infection Protection Act. Accumulations of cases of illness should be determined in order to initiate appropriate countermeasures. Healthcare facilities are checked for compliance with the technical and hygienic legal requirements.
Hygiene controls are z. B. in hospitals, in preventive and rehabilitation facilities, in facilities of the spa and bathing industry, in ambulance services, rescue services, blood donation services and facilities of civil and disaster control carried out.
When checking a facility, measurements are usually carried out and samples are taken. Violations of the measures ordered to protect against health impairments will be prosecuted. As public officials, hygiene inspectors and hygiene inspectors are officially active. As advisers to the population, hygiene inspectors are also active in questions of home hygiene (mold, environmental pollutants, etc.).
Another special area of application is the monitoring of international shipping traffic. Port hygiene inspectors in the seaports of z. B. Hamburg , Bremerhaven and Kiel . But this task is also performed by hygiene inspectors in other German ports with international shipping traffic along the Danube , the Rhine or the Kiel Canal . The basis for this activity is the law for the implementation of the international health regulations.
education
Hygiene inspectors are trained in a two-year preparatory service. The district offices, governments or independent cities send their prospective hygiene inspectors to the training centers in Munich, Berlin, Gera or Düsseldorf. The contents of the training courses are not regulated nationwide. At the Academy for Health and Food Safety in Bavaria, the subjects are described as follows:
- Area 1: Law , Administration and Citizenship , Health Reporting , Statistics
- Area 2: Biology , Microbiology , Health and Disease Studies
- Area 3: Prevention and control of communicable diseases, infection control , epidemiology
- Area 4: General hygiene , water hygiene and the effects of environmental influences on health
- Area 5: Introduction to the psychological basics of surveillance activities, especially communication and conflict resolution techniques
The length of the theoretical training varies greatly. Depending on the state and training facility, the number of teaching units is between 430 and 2200.
The training ends with written and oral exams in the above-mentioned subjects. In Bavaria, a successful examination is a prerequisite for acceptance into the civil service.
Public service
As employees, hygiene inspectors are assigned to the TVÖD of the respective country in pay group 8 or 9.
Within the civil service career - which is located in the middle service - various classification levels are passed through. The service names listed as an example in this table reflect the situation in Bavaria. The new service law in Bavaria, which came into force on January 1, 2011, was the basis for this.
