The Public Health Service (ÖGD) is an area of ​​the respective health care system in Germany, Austria and Switzerland . Its aim is to protect public health . The various tasks are carried out at the local level by the health authorities.

The Academy for Public Health in Düsseldorf and the Academy for Health and Food Safety in Munich as part of the Bavarian State Office for Health and Food Safety (LGL) are responsible for the training and further education of employees of the public health service . In order to work as a specialist in public health after completing a medical degree in Germany , a five-year further training period is required. The content is regulated differently depending on the federal state, for example:

  • 36 months (= 3 years) work in the areas of immediate patient care, 6 months of which in psychiatry and psychotherapy
  • 18 months (= 1.5 years) activity in an approved further training facility of the public health system, 9 months of which at a lower health authority
  • 6 months (720 hours) of theoretical training in the public health course

The content of the advanced training is not exclusively determined by the Medical Association , but also takes place - which is a special feature of this advanced training - according to state regulations. If the training has been completed according to these guidelines, the medical association awards the specialist title; in Bavaria this is done directly by the highest state health authority.

As of January 1, 2001 , 1,475 public health specialists were registered, 25 of whom were general practitioners. 396 did not exercise any medical activity.

Supreme Sanitary Council

The Supreme Sanitary Council (OSR) is a special advisory body to the Federal Minister of Health and is composed of honorary members - experts from the fields of medicine, psychology, nursing, science, the Chamber of Physicians and Pharmacists, social insurance and public health services. In its recommendations, the OSR assesses fundamental issues, e.g. B. whether and which treatment method corresponds to the "state of medical science"; which official measures are suitable for combating epidemic diseases and should be taken in the public interest; whether and which vaccinations should be carried out as public vaccinations or whether a mandatory vaccination should be established.

State Health Council

The State Sanitary Council (LSR) is a special advisory body to the governor and / or the state government and is made up of volunteer members - experts from the fields of medicine, psychology, nursing, science, the Chamber of Physicians and Pharmacists, social insurance and public health services. In its recommendations, the LSR assesses medical issues at the state level, e.g. B. Which hospitals or special care offers should be provided or which official measures to combat epidemic diseases should actually be taken in the implementation of federal and state laws.

Health department

The district administrative authority or the health department or the medical officer has the following tasks:

  • Medical examinations (driver's license, sexually transmitted diseases)

  • Sanitary supervision of hospitals, sanatoriums, pharmacies, bath hygiene

District doctor

The district doctor takes care of the technical matters of the public health service for the municipality as the local health authority (for the mayor as the local health police) in accordance with the municipal ordinance or city law on the basis of federal and state laws. Several local communities or a community association form a health district ("Sanitätssprengel") within a district and then jointly employ a district doctor. The city with its own statute is an exception in the system of health districts or takes care of the tasks of the local health authority within the framework of the district administration through the health department or the medical officer.

The tasks of the local health authority or the local doctor are:

  • Ensuring that medical help can be reached at any time regardless of solvency.
  • Contribute to the prevention and control of communicable diseases and public vaccinations .
  • Monitoring of the sanitary conditions (drinking water, sewage, bathing facilities, schools, nursing homes, kindergartens, ...)

Qualification of the demolition doctor:

The district administrative authority (medical officer) is responsible for the professional supervision (control) of the district doctor.

Health Austria GmbH

Active for the federal government and the federal states:

  • Austrian Federal Institute in Health Care (ÖBIG)

On behalf of the federal and state governments, ÖBIG carries out health-related research projects and health care planning, designs topic-related reports and reporting, and creates the basis for managing the health system. ÖBIG also maintains the so-called register of contradictions if someone wants to legally object to the removal of organs, which is generally permitted by law in Austria.
