History

The duty of supervision has already led to a system of military inspections in earlier German armed forces. Thus the military right of inspection was attached to the emperor by Article 63 of the German imperial constitution.

“The emperor has the duty and the right to ensure that all units of the German Army are complete and ready for war and that there is unity in the organization and formation, in armament and command, in the training of the men and in the Qualification of officers is established and obtained. For this purpose, the emperor is entitled to inspect the constitution of the individual contingents at any time and to order the removal of the defects found. "

Three stage managers, some of them inactive staff officers, were employed by the Higher Military Examination Commission.

Stage managers of the Bundeswehr from the founding years until the 1990s

In the army, there was initially an independent group of stage managers at the troop office from 1956, which were directly subordinate to its leaders. With the establishment of the Army Office in Army Structure 2, the positions of stage managers for the armed forces were introduced at the beginning of 1960 (stage manager artillery / armored troops / infantry / telecommunications troops / pioneer troops / army aviators and airborne personnel / ...) The generals of the armed forces (and their deputies) were also stage managers. In terms of troop service, they were subordinate to the Head of the Army Office, technically to the Inspector of the Army, to whom they were given direct right to speak. For their part, they had the right to issue direct technical instructions to the army schools.

Similar positions were also found in the other branches of the armed forces. In the Air Force, stage managers were part of the (General) Air Force Office . In their specialist tasks, the stage management transport system / radar command services / electronic warfare air force / fighter pilots etc. supported the inspector in carrying out the supervision.

In the Navy, for example, the commander of the amphibious group also held the position of stage manager of the amphibious transport troops.

In the founding phase of the Bundeswehr (or 1957) the stage managers for territorial tasks at the Territorial Defense Office served as the forerunners of various institutions, e.g. B. the stage manager for territorial medical services, the stage manager for military police or the stage manager for music corps of the Bundeswehr. From the stage managers of the medical services of the armed forces, who until the beginning of the 1970s were professionally subordinate to the inspector of the medical and health services , the general physician of the army, the general physician of the air force and the admiral physician of the navy emerged.

The air force inspector group set up in 1973 in the Air Force Office inspected the operational readiness of the air force inspector, checked compliance with regulations and clarified any deficiencies that were identified or assumed. It was later reclassified to the Air Force Development Department.

The stage manager for fixed telecommunications systems of the Bundeswehr was based at the Office for Telecommunication and Information Systems of the Bundeswehr. The function was given up in 2002 with the establishment of the Federal Office for Information Management and Information Technology of the Bundeswehr .
