The Federal Office for Information Management and Information Technology of the Federal Armed Forces ( IT-AmtBw ) was a higher federal authority ( Federal Armed Forces Administration ) in the armaments division with its headquarters in Koblenz .

The task of the office was to equip the armed forces and the defense administration with task-oriented, modern and economical IT processes and IT systems.

The office was a spin-off from the Federal Office for Defense Technology and Procurement as well as some military offices (e.g. Office for Telecommunication and Information Systems of the Bundeswehr ). Its headquarters were in Koblenz-Rauental .

In technical, organizational and personnel terms, the office was subordinate to the Modernization Department of the BMVg .

On September 30, 2012, the office was dissolved, the tasks were transferred to the new Federal Office for Equipment, Information Technology and Use of the Bundeswehr (BAAINBw) as well as to the newly established IT system of the Bundeswehr . The structure of the office was based on its range of tasks. It was aimed at effectively implementing the procedural provisions for determining and meeting requirements in the Bundeswehr ( Customer Product Management ). The cross-sectional tasks of information management, conception , contract, budget and profitability were thus closely interlinked with the tasks of project planning, implementation and usage management.

Subordinate authority

The Federal Armed Forces Center for Information Technology ( IT-ZentrumBw ) was subordinate to the office . The IT-ZentrumBw performed IT security, system integration, project support and specific IT support for operations. In addition, the field test management information system for the army was set up as a temporary organizational element of the IT-ZentrumBw. He coordinated and controls the preparation, implementation and follow-up of field tests and operational tests for the command information system for the army.

The sections

Department A

The Department A formed the conceptual core of the Office. The tasks included information management, interoperability and the definition of standards and security architectures. The aim was to equip the armed forces in such a way that they were enabled to conduct networked operations in the combination of reconnaissance - leadership - effect.

Department B

The Division B was responsible for the contractual implementation of the projects of the Office. She secured, e.g. B. through price checks, the profitability of procurement and carried out the planning, management and accounting of the budget.

Department C

The Division C was responsible for the project implementation and the use of management systems for the supply of information in use. This included the information systems for management support and the communication platform use with u. a. Radio communication systems, data link systems, satellite communication systems and relocatable networks.

Special organization "Grundbetrieb IT-SystemBw" (HERKULES)

The organizational unit processed the client-side project management and controlling HERKULES .

Department G

The tasks of "Information systems support" of department G included the control of software maintenance and changes to the existing specialist information systems of the Bundeswehr ( systems in use ) as well as usage and product management for those resulting from the implementation of SASPF (standard application software product families) acquired shares.

Realization organization SASPF

The implementation organization SASPF - a temporary organizational element - was responsible for the implementation of SASPF in the Bundeswehr. With the introduction of SASPF for administrative and logistical tasks, the previous systems in use were gradually replaced as far as possible by a SAP R / 3 -based solution.

Remarks

  1. With the IT-AmtBw, the German Armed Forces tried for the first time to bring together the tasks of the user (identification of needs, responsibility for materials) and those responsible for the needs (development and introduction of information technology) under one roof. In order to comply with the legal requirements (Article 87a / 87b of the Basic Law), despite the merging of tasks, the office was organized in the area of ​​defense administration (read in the Budget Act). In this respect, the frequently heard criticism that the construction is not in accordance with the Basic Law does not work. The consolidation of tasks was also taken over for the newly founded BAAINBw.
  2. The BWB was also located in the property in Rauental until it was dissolved. Today the Federal Office for Equipment, Information Technology and Use of the Bundeswehr is located here .
  3. The modernization department was saved as part of the realignment , the previous group II (information technology) was retained as sub-department IV of the new equipment, information technology and use (AIN) department.
  4. The IT-AmtBw was reorganized several times during its existence, there were also departments D, E, and F. The specified structures were valid from April 1, 2010 until they were dissolved.
  5. The IT-ZentrumBw was only indirectly affected by the dissolution of the IT-AmtBw. Subordination to BAAINBw changed .
  6. Excluded from this are the services to be provided by BWI Informationstechnik within the framework of the HERKULES contract for the modernization and operation of administrative information technology and the communication networks of the Bundeswehr in Germany. These include fixed networks, the operation of the data centers and the provision of IT services.
