International vocational training cooperation (Germany)

In the Federal Republic of Germany, the International Vocational Training Cooperation (IBZ) is based on the knowledge that vocational training is a central key to combating poverty and ensuring economic and social independence. Vocational training is therefore becoming increasingly important in international development cooperation and supports global efforts to achieve the Millennium Development Goals.

The aim of international vocational training cooperation is the alleviation of poverty, opportunities for development and social and economic participation. This also means that better opportunities on the job market and access to an income are created. Through training in the work process, successful vocational training cooperation not only conveys technical skills, but also the development of social and practical skills.

In addition to making important contributions in the fight against youth unemployment and the shortage of skilled workers, vocational training also plays a key role in structural, social and economic development. In addition, vocational training in connection with measures to promote employment is an important factor in stabilizing fragile structures.

Many countries are faced with a relatively low quality of education. Frequently nonexistent or outdated curricula as well as the inadequate adaptation of educational activities to market conditions are the reason for deficient educational structures. Furthermore, there is often a lack of practical skills on the part of the trainees, as the training is predominantly carried out in vocational schools on a theoretical level and the economy plays a minor role in the training.

Germany is one of the leading countries in vocational training and is therefore being asked for international cooperation. The basis of the success is the participation and joint responsibility of the economy for the vocational education and training within the framework of the dual system in which the state, economy and social partners work closely together.

IBZ actors in Germany

In international vocational training cooperation, actors from the fields of politics, business and society act. Under the leadership of the Federal Ministry of Education and Research (BMBF), the Federal Foreign Office (AA), the Federal Ministry of Labor and Social Affairs (BMAS), the Federal Ministry of Food and Agriculture (BMEL), the Federal Ministry of Health (BMG), the Federal Ministry of the Interior (BMI), as well as the Federal Ministry for Economic Affairs and Energy (BMWI) and the Federal Ministry for Economic Cooperation and Development (BMZ).

At the federal state level, the Conference of Economic Ministers is involved as an instrument of economic cooperation between the federal states and the Standing Conference of the Ministers of Culture of the federal states in the Federal Republic of Germany.

Programs and projects

German Office for International Cooperation in Vocational Education and Training (GOVET)

GOVET is the federal government's central office for international vocational training cooperation and was launched in 2013 as part of the federal government's strategy for vocational training cooperation from a single source. The aim of GOVET is to support a uniform (coherent) appearance of the German actors in vocational training cooperation and to act as the central point of contact for German vocational training cooperation. In addition, GOVET supports bilateral vocational training cooperations of the BMBF.

With develoPPP.de, the Federal Ministry for Economic Cooperation and Development (BMZ) provides companies investing in developing and emerging countries with financial and, if requested, technical support. The company bears at least half of the total costs, to which the BMZ contributes up to 200,000 euros. These so-called development partnerships with industry can last up to three years and can be found in a wide variety of industries and topics - from A for "wastewater management" to Z for "certification".

As part of develoPPP.de, companies always cooperate with one of the three public partners who implement the program on behalf of the BMZ: DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and sequa gGmbH. Since the program began in 1999, DEG, GIZ and sequa have carried out more than 1,500 development partnerships together with German and European businesses.

CIP

Since 1991, the non-profit development organization of the German economy, sequa, has been the implementation organization for the Chamber and Association Partnership Program (KVP) funded by the Federal Ministry for Economic Cooperation and Development (BMZ). The aim of CIP projects is to make a contribution to sustainable economic development in the partner countries of the BMZ by supporting the private sector. CIP projects are characterized by:

  • the use of experience and know-how of the branch and umbrella organizations of the German economy for development cooperation
  • the direct cooperation of non-governmental agencies in accordance with the principle of subsidiarity (this means that tasks are taken over as far as possible by the lowest organizational or hierarchical level)
  • taking up initiatives from the private sector

sequa has carried out more than 200 CIP projects in around 80 developing and transition countries.

50 German chambers of crafts, chambers of industry and commerce, professional associations and employers' organizations have committed themselves on the German side as project partners to support around 400 chambers and associations in developing and transition countries. The focus of the cooperation was and is:

  • Organizational development of chambers and associations
  • Establishment and development of service offers for companies
  • Representation of interests and political dialogue
  • Corporate Social Responsibility

The projects are usually coordinated by a local or German expert in the partner country. The German project partner takes over the technical control and provides expert knowledge. Funding includes organizational development measures, advisory and educational measures, the posting of staff and material support.

BBP

In order to use the competencies of the German chambers and trade associations with their more than 800 vocational training centers for development cooperation, the Federal Development Ministry (BMZ) launched the vocational training partnership program in 2010. The model and sister program is the Chamber and Association Partnership Program (KPV), which was launched in 1991.

The German chambers and associations work together in a vocational training partnership with a similar institution in a developing or emerging country. The aim is to improve the vocational training system in the partner country and thereby contribute to sustainable economic development and the reduction of poverty.

Vocational training partnerships (BBP) are intended to complement the measures of state bilateral and multilateral development cooperation in the field of vocational training.

The development organization of the German economy, sequa, implements the vocational training partnerships on behalf of the BMZ.

The main areas of cooperation are:

  • Improvement of the organizational structure of vocational training institutions
  • Improvement of training content and methods
  • Introduction of practice-oriented pilot training courses in new professional fields
  • Advising partner institutions on the development of qualification and examination standards

There are now 23 vocational training partnerships around the world (as of August 2015). Six more BBPs are scheduled to start by the end of 2015 (Palestinian Territories, Cameroon, Mongolia, South Africa, Vietnam, Brazil). Two more BBP are to be examined in 2015.

Vocational training export initiative

The IBEX vocational training export initiative is a project that was developed in 2009 by the Central Association of German Craftsmen (ZDH) and sequa gGmbH. The aim is to make better use of the educational competence of the German craft for development cooperation or to mobilize the German craft for the IBZ and to advise on the implementation of projects in the IBZ. As part of the project, the potential for educational export in the German chambers of crafts and their training centers was first systematically recorded and processed in an extensive database. The international demand for German offers was then determined. The resulting data pool represents a systematic source of information that is used to match the supply of the skilled trades for the IBZ and demand from implementing organizations but also other actors in the IBZ from Germany and abroad. IBEX offers a variety of platforms, from a tendering platform, seminars on the subject of intercultural competencies to an e-learning platform that provides initial insights into the IBZ. In this way, IBEX has created essential groundwork for the IBZ. In addition to the capacity development measures, there are events such as B. the workshops at the international craft fair in Munich in 2014.
