On his return he joined the RSDLP , became a leading Menshevik and wrote editorials for the newspaper Kwali founded by his father Giorgi Tsereteli . The newspaper was banned in 1904, and after another prison term, Tsereteli moved to Berlin , where he spent 18 months and returned to Georgia after the 1905 revolution .

He supported Russian participation in the First World War . The February 1917 Revolution surprised him in Irkutsk , where he headed the local Soviet before moving to Petrograd and joining the Petrograd Soviet . From May to August 1917 he was Minister in the Provisional Government under Alexander Kerensky . After the October Revolution he became a member of the Government of the Mensheviks in Georgia . In May 1918 he gave the address on the occasion of Georgia's withdrawal from the Transcaucasian Federation and represented Georgia together with Nikolos Tschcheidze at the Paris Peace Conference in 1919 .

After the fall of the Menshevik government in Georgia in February 1921, Tsereteli emigrated to France. In the following years he often appeared as a representative of the Mensheviks at the Second International . In 1929 he retired from political life.

In 1948, in the middle of the Cold War , he moved to the USA, where he wrote his memoirs at Columbia University until his death. He died in 1959 and, according to his wishes, was buried in the Georgian cemetery in Leuville-sur-Orge, France .
