Isabel Maria Barreto Freitas Ximenes (born November 11, 1980 in Triloca , Baucau , East Timor ) is an East Timorese politician. She is a member of the Frenti-Mudança (FM) party.

Ximenes has a Masters degree in Accounting. She was an Examination Advisor at the Ministry of Planning and Finance, Head of International Relations and Human Capital Investment at the East Timor Institute of Business (IOB) from 2012 to 2018, and Coordinator of the IOB's Centro Linguitica-Cultura e Formação Vocacional from 2014 to 2018

In the early parliamentary elections in East Timor in 2018, Ximenes came third on the list of the Frenti Dezenvolvimentu Demokratieiku (FDD), an electoral alliance to which the FM belongs. As the last of the FDD, she succeeded in entering the national parliament of East Timor . In 2017 , Ximenes had not yet stood as a candidate.

On June 14, 2018, Ximenes was elected first deputy secretary of the Parliament's Bureau. António de Sá Benevides , her group colleague from the Partidu Unidade Dezenvolvimentu Demokratiku (PUDD), had boycotted the vote together with the MPs from the opposition parties FRETILIN and PD , since the other posts in the parliamentary presidium were exclusively assigned to representatives of the ruling coalition Aliança para Mudança e Progresso (AMP) went. Ximenes was supported by her second group colleague Gilman Exposto dos Santos from the União Democrática Timorense (UDT). The FDD then broke up. Together with Santos, Ximenes formed a common faction. She is a member of the parliamentary commissions for public finance (commission C) and for education, youth, culture and civil rights (commission G).

In 2020, Ximenes lost her post as Parliament's first vice-secretary.
