Steiner completed an internship lasting several months in the archive of the Vienna Künstlerhaus , during which he organized and described all numismatically and phaleristically relevant exhibits.

Since the obligations of military service in the medical corps of the Armed Forces Steiner engaged in several humanitarian organizations. For example, he worked for several years at Lazarus relief organization in the care of the handicapped before he came to the Austrian Albert Schweitzer Society (ÖASG) in 1992, where he looked after aid deliveries to Bulgaria and Poland . In 1997 he was promoted to the board of the ÖASG as Deputy Secretary General, which he has chaired since the death of the founder of the ÖASG and General Secretary Helmut Bräundle-Falkensee as the sole managing director authorized to sign. In this function, he expanded the system of delegates and played a significant role in spreading the ÖASG in Asia . He also started some aid projects, such as in Transylvania , Eastern Hungary , Ukraine and Greece .

A second focus of his activity is dealing with phaleristics. With his diploma thesis, he laid the foundation stone for his main work on the winners of the Golden Medal for Bravery 1914–1918 and is dedicated to the initial recording of state and non-state awards.
