Jürgen Wilhelm (politician)
Jürgen Wilhelm (born January 12, 1949 in Cologne ) is a development policy manager and a North Rhine-Westphalian local politician ( SPD ). From 1984 to 1999 and from 2004 to 2018 he was chairman of the Rhineland Regional Assembly .
Live and act
Jürgen Wilhelm was the only child of the married couple Otto Werner and Luise Wilhelm, nee Droop born in Cologne. He is married with three sons and one grandson. He now lives in Bergisch Gladbach with his wife Brigitte, who worked as the rector until he retired .
Wilhelm went to the community elementary school in Cologne-Poll from 1955 to 1959 and from 1959 he attended the municipal modern high school in Cologne-Deutz, where he graduated from high school in 1968. After his time as a conscript in 1968/69, he began studying law at the University of Cologne in 1970 . There he was a student assistant from 1971 to 1973 and a research assistant at the Criminal Science Institute from 1974 to 1977. From 1973 to 1974 Wilhelm was a research assistant to Bertram Blank, member of the Bundestag . In 1974 he finished his studies with the first state examination in law and in the same year took up the legal preparatory service in the higher regional court district of Cologne. From the summer semester 1975 to the winter semester 1980 he was also a tutor in the law faculty of the University of Cologne. In 1977 Wilhelm completed his legal clerkship with the second state examination. In 1980 he did his doctorate at the University of Cologne with Ulrich Klug on constitutional and criminal law as well as legal policy .
Wilhelm began his professional career in 1977 as a civil servant research assistant at the Criminal Science Institute of the University of Cologne and as a lawyer at the Cologne Regional Court. He did both until 1979, before becoming a consultant at the Federal Ministry for Economic Cooperation and Development (BMZ) until 1982 . From 1982 to 1983 he was Deputy Head of Division in the Federal Chancellery in the Department of Foreign and Security Policy, from 1983 to 1997 Deputy Head of Division in the Federal Ministry for Economic Cooperation and Development for the area of South Asia and later the Near and Middle East; from 1990 for the field of urban development, water supply, waste management, urban infrastructure. In 1997, Wilhelm became head of division in the BMZ for legal affairs and security. He held this position until 1998. From November 1998 to December 2010 Wilhelm was managing director of the German Development Service . By decision of the Federal Cabinet, on January 1, 2011, he became a member of the board of the newly founded German Society for International Cooperation (GIZ), an amalgamation of DED, InWent and GTZ. In June 2012, Development Minister Dirk Niebel adopted him into retirement (DED).
Jürgen Wilhelm has been working as a resident lawyer since September 2012, currently in cooperation with the law firm "Wilde, Beuger, Solmecke" in Cologne.
Political career
Jürgen Wilhelm has been a member of the district council of the Rheinisch-Bergisches Kreis since 1975 . Also without interruption, he has been a member of the Rhineland Regional Assembly since 1979 , the political body of the Rhineland Regional Council , which is the legal successor to the Prussian Provincial Association of the Rhine Province . Wilhelm was a four-time constituency candidate for the German Bundestag (1980, 1983, 1987 and 1990), but could not win the mandate against a strong CDU bastion. In 1981 he became chairman of the working group for foreign and development policy in the SPD district of Middle Rhine, Cologne and at the same time until 1994 a member of the international committee of the SPD party executive. From 1984 to 1999 and again from 2004 he is chairman of the Rhineland Regional Assembly and thus the highest political representative of what is probably the largest European regional association. In this capacity he has emerged as a promoter of regional, national and international cultural activities. For years Wilhelm was a member of various boards of the SPD at regional, state and federal level. From 1977 to the end of November 2009 he was uninterrupted chairman of the SPD sub-district Rheinisch Bergischer Kreis.

Jürgen Wilhelm has been a board member of the Cologne Society for Christian-Jewish Cooperation since June 1986 , and since 2000 chairman of the board. From 1989 to 1999 he was President of the Friends of the Wingate Institute , Netanya, Israel. From 1996 to 2000 Wilhelm was a board member of the German Society for Photography , now he is its board of trustees. Since 2005 he has been chairman of the board of the Max Ernst Foundation , since 2006 chairman of the supervisory board of Rheinland Kultur GmbH (RKG) and since 2007 a member of the board of trustees of the Kölner Kammerorchester e.V. V. In 2003 he also founded the Cologne Library Society , of which he has been chairman since then. Wilhelm is chairman of the board of the International Democracy Prize Bonn , member of the board of the ZERO foundation e. V. and the Board of Trustees of the Friends of the ZERO foundation e. V. and since 2013 chairman of the Historical Society Cologne .
In 1996 he was awarded the Federal Cross of Merit on Ribbon, in 2002 the title Commendatore of the Republic of Italy and in 2003 the Federal Cross of Merit 1st Class. In March 2011 he was awarded the Order of Merit of the State of North Rhine-Westphalia .

Wilhelm is the author and publisher of numerous development and socio-political articles and publications. In addition, he is responsible for a wide range of cultural contributions, reviews and publications.
From the summer semester 2001 to the winter semester 2007/2008, Jürgen Wilhelm was a lecturer for development policy at the University of Bonn , and since the summer semester 2008 he has been teaching at the Heinrich Heine University in Düsseldorf .
On June 28, 2011, he was appointed honorary professor by the rector of the Heinrich Heine University in Düsseldorf.
