Jan Volker Heinisch (born May 1, 1976 in Düsseldorf ) is a German politician ( CDU ) and administrative officer. He was the full-time mayor of the city of Heiligenhaus from 2004 to 2017 and has been State Secretary in the Ministry for Homeland, Local Affairs, Building and Equality of the State of North Rhine-Westphalia since 2017 .

Life

After attending the Gerhard Tersteegen elementary school in Heiligenhaus-Hetterscheidt from 1982 onwards, he attended the Immanuel Kant grammar school in Heiligenhaus. From 1995 to 2000 Heinisch studied law at the Heinrich Heine University in Düsseldorf and the University of Paris-Nanterre . He worked at several chairs in the law faculty as a student assistant . He passed his first state examination in law in 2000.

Between 2001 and 2004 he wrote his doctoral thesis , which was recognized as the best legal dissertation at Heinrich Heine University with an award ceremony. After completing the legal traineeship, the second state examination followed in 2005.

Heinisch was nominated by the CDU parliamentary group in the North Rhine-Westphalia state parliament as a member of the 16th Federal Assembly , in which Frank-Walter Steinmeier was elected Federal President on February 12, 2017 .

From 2000 to 2003 he was a research assistant at the chair for civil law and civil procedural law at the University of Düsseldorf. Heinisch has been teaching at the University of Düsseldorf since 2001. He has been the full-time mayor of Heiligenhaus since 2004. He was re-elected on August 30, 2009 with 61.65% and on May 25, 2014 with 62.66% of the votes until 2020.

Furthermore, he has been a lecturer at the Bergisches Studieninstitut for Municipal Administration in Wuppertal since 2005 and at the University of Applied Sciences for Public Administration in North Rhine-Westphalia since 2009 . Since December 2016, Heinisch has been a lecturer at the University of Wuppertal in the field of "Law in Fire Protection".

On June 30, 2017, Heinisch was appointed State Secretary in the Ministry for Homeland, Local Affairs, Building and Equality of the State of North Rhine-Westphalia by Prime Minister Armin Laschet .

In 1993 Jan Heinisch joined the CDU . From 1994 to 2003 he was represented as a knowledgeable citizen in the city ​​council of Heiligenhaus. After that he was chairman of the local CDU until 2005. In 2003/04 he was a council member and since 2010 he has been chairman of the CDU in the Mettmann district .

On June 30, 2012 Heinisch was elected one of the deputy chairmen of the CDU North Rhine-Westphalia . In the state election in North Rhine-Westphalia in 2017 , he was elected to the state parliament of North Rhine-Westphalia in the Mettmann III state constituency and had to resign from his mayor's office. He resigned his parliamentary mandate on June 29, 2017 to move to the Ministry of Homeland, Local Affairs, Building and Equality as State Secretary .

January Heinisch joined the 1989 youth fire brigade of volunteer fire a holy house. In addition to offices as a youth fire brigade and deputy district youth fire brigade , he was also the editor of the members' magazine "Lauffeuer" from 2001 to 2010.
