Jean Baptiste de Machault d'Arnouville (born December 13, 1701 in Paris ; † July 12, 1794 ibid) was from 1745 to 1754 the general controller of finances , contrôleur général des finances during the reign of Louis XV.

Live and act

He was the third son of Louis-Charles de Machault d'Arnouville (1667-1750), the lieutenant général de police and his wife Françoise Élisabeth Milon (1680-1720).

He married the Genevieve Louise Rouille du Coudray (1717–1794), daughter of Rouille Hilaire du Coudray, in Paris in 1737. They had four sons; Louis (1737-1820), Bishop of Amiens; Armand (1739-1827), a colonel, colonel de Languedoc-Dragons ; Alexandre Jean Baptiste (* 1741) and Charles (1747–1830).

Jean Baptiste de Machault d'Arnouville, as general controller of finances, managed to improve the state budget after the burdens of the War of the Austrian Succession . In 1749 the Dixième (the tenth ), which was charged for the duration of the war, was replaced by the Vingtième (the twentieth). The Vingtième was a tax that taxed the net wealth of all French people at five percent. A distinction was made according to the origin of the money to be paid, with property being taxed particularly heavily. Many members of the Paris parliament were severely affected by this tax, so that they remonstrated against the edict on May 5, 1749. The provincial parliaments followed the complaints of the Paris parliament. Only after pressure from the king was the edict registered by the Paris parliament on May 19. In 1751, the clergy obtained preferential taxation for the collection of the vingtième .

Machault managed to significantly increase the state budget. In 1751 this amounted to 255 million livres and in 1752 to 265 million livres, which was an increase in income of 50 million compared to 1740. Machault was appointed Minister of State in 1749 and Keeper of the Seal in 1750 . On February 1, 1750 Louis XV dismissed. initially, but from 1754 to 1757 he still served as Secretary of State for Naval Affairs (Naval Minister).

Since 1746 he was an honorary member of the Académie royale des sciences .
