Johan Skipnes

Johan Kristoffer Winther Skipnes (born December 18, 1909 in Aure , Møre og Romsdal ; † March 12, 2005 ) was a Norwegian politician of the Kristelig Folkeparti , who was among other things minister for municipalities and labor in the Korvald government from 1972 to 1973 and between 1963 and 1964 as well as 1975 the function of the chairman of the parliament of the province Møre og Romsdal ( Fylkesordfører ) held.

Life

Skipnes, son of the fisherman and smallholder Petter Jonasen Skipnes and the housewife Elida Olsen, completed an apprenticeship in the Norwegian Diakonieheim (Det norske Diakonhjem) between 1929 and 1935 after attending the community college in Nordmøre . Afterwards he was parish deacon in Molde from 1935 to 1937 and then between 1937 and 1945 parish deacon and assistant to the health council of the Norwegian Church in this parish. At the same time he was between 1940 and 1941 managing director of the supply committee of Molde and after the end of the Second World War from 1945 to 1976 in personal union parish deacon and head of the parish of Molde.

After the end of the war, Skipnes began his political involvement in local politics and was initially a member of the Molde City Council from 1945 to 1947, of which he was a member of the administrative board from 1947 to 1962. After the election of October 12, 1953 , Skipnes was Vararepresentant of the Kristelig Folkeparti in Storting .

He served as Mayor (Ordfører) of Molde for the first time between 1962 and 1965 . During this time he began his political activity in provincial politics and was between 1963 and 1964 chairman of the parliament of the province ( Fylke ) Møre og Romsdal ( Fylkesordfører ) . He was then vice-chairman of this provincial parliament ( Fylkesting ) from 1964 to 1967 and a member of the provincial committee between 1967 and 1971, before he was again vice-chairman of the provincial parliament of Møre og Romsdal from 1971 to 1974. In addition, from 1964 to 1975 he was chairman of the hospital council, the health committee and the health and social council of this area. Furthermore, he was again a member of the administrative board of Molde between 1965 and 1971 and was then again mayor of Molde from 1971 to 1973.

On October 18, 1972 Skipnes was appointed by Prime Minister Lars Korvald as Minister for Municipalities and Labor (Kommunal- og Arbeidsminister) in his government and was a member of this government until the end of his term on October 16, 1973.

After leaving the government, Skipnes was again a member of the administrative board of Molde from 1973 to 1975 and then in 1975 successor to Trygve Sildnes as chairman of the provincial parliament of Møre og Romsdal. In this position, however, he was replaced in 1976 by Kjell Furnes . He then acted as hospital director at Fylke Møre og Romsdal between 1976 and 1979. In 1982 he was awarded the Royal Gold Medal of Merit (Kongens fortjenstmedalje i gull) for his longstanding services .
