The book is set in 19th century England during the Napoleonic Wars and is about the return of magic to England. Magic has been considered extinct there for centuries when Mr. Gilbert Norrell revealed himself as a practicing magician. He has compiled his knowledge from a large number of books and now wants to support the government in the war against France. At the same time, the country nobleman Jonathan Strange meets the mad-looking street magician Vinculus, who prophesies that he will become a great magician.

The focus of the book is the turbulent relationship between the two magicians who give it the title. In the course of the novel they meet historical figures such as the British military leader Arthur Wellesley , the poet Lord Byron and King George III.

A feature of the book are its numerous footnotes , which tell about backgrounds, events, books and biographies related to the magic and explain the alternative world history in detail.
