José Turquel

José Manuel Soares Turquel de Jesus is an East Timorese diplomat and politician. He is a member of the Kmanek Haburas Unidade Nasional Timor Oan (KHUNTO) party. In 2008 Turquel was a member of the Associação Social-Democrata de Timor (ASDT).

Career

Turquel is the son of Miguel Turquel de Jesus and Ilda Soares.

In 1992, Turquel graduated from the Agricultural Faculty of Indonesia's Udayana University . In the period after the 1999 referendum , he worked as a translator and consultant for various international aid organizations. In 2000 he completed his bachelor's degree in public administration at the Universitas Pendidikan Nasional (UNDIKNAS) in Denpasar . In 2004 Turquel received a scholarship from the United States East Timor (USET) scholarship program for political science and studied System Public Policy and International Relations at the East-West Center of the University of Hawaii . He received his bachelor's degree in 2006. In 2005, Turquel completed an internship at the National Democratic Institute for International Affairs in Washington, DC and in 2006 at the East Timorese Embassy in the USA .

When he was on vacation as a graduate student in his native East Timor, he took part in a panel discussion on the subject of leadership and state building. His presentation impressed President José Ramos-Horta , who then invited him to a meeting and made him chief of staff in his cabinet. Turquel took a six-month break from his master's degree. He reorganized the work of the employees and actually wanted to return to his university place afterwards. Ramos-Horta appointed him director of the international relations department and foreign policy advisor to the president in 2007. Turquel coordinated the foreign policy of the President's Office in close collaboration with the Foreign and Defense Ministries , the National Parliament , the embassies and the diplomatic corps. He organized state visits by the President and represented East Timor at international meetings as a diplomat with the rank of ambassador. Turquel's tenure ended when Ramos-Horta was voted out of office in 2012, but remained Special Assistant in José Ramos-Horta's office.

In 2013, Ramos-Horta became the UN Special Envoy for Guinea-Bissau and Turquel from 2013 to 2014 as deputy head of the East Timorese Cooperation Agency in Guinea-Bissau . Turquel has been a senior consultant for international cooperation in the East Timorese Ministry of Interior since 2016 .

In 2018, Turquel was proposed to the Eighth Government as Vice Minister for Foreign Affairs. However, President Francisco Guterres refused his appointment, as did ten other candidates for the cabinet.

At KHUNTO, Turquel held the post of National Advisor before becoming the first Vice Secretary-General in March 2020.

Turquel is married to Georgina Corte Real. In addition to Tetum, he also speaks English, Indonesian and Portuguese.

In 2012 Turquel received the Medalha de Mérito East Timors .
