The states of Guinea-Bissau and East Timor maintain friendly relations. Guinea-Bissau has slightly more inhabitants and is about twice the size of East Timor in terms of area.

Guinea-Bissau and East Timor are both former Portuguese colonies and members of the Community of Portuguese- Speaking Countries (CPLP). In addition, both countries are members of the g7 + states , an organization for mutual support and exchange of experience between countries that are considered politically unstable. East Timor has a leading role here.

While the independence of Guinea-Bissau was recognized by Portugal after the Carnation Revolution on September 10, 1974, the unilateral proclamation of East Timor's independence by FRETILIN on November 28, 1975 was initially not recognized by Portugal. Guinea-Bissau was the first African country and one of only twelve nations that recognized East Timor as a state. A few days later, Indonesia began openly invading East Timor and occupied the country for 24 years.

Since East Timor's final independence in 2002, Guinea-Bissau and the Southeast Asian country have enjoyed friendly relations, particularly within the CPLP and the g7 +.

After the military coup in Guinea-Bissau on April 12, 2012 , East Timor opposed a condemnation of the coup and the temporary suspension of cooperation with Guinea-Bissau in the CPLP. The East Timorese government and diplomats for Guinea-Bissau at the United Nations brought just as much effort, for example in January 2017 when Ágio Pereira , East Timorese Minister of State and Minister of the Presidium of the Council of Ministers, paid more attention to the international community at a high-profile UN meeting West African country admonished. The East Timorese and Nobel Peace Prize winner José Ramos-Horta tried to mediate between the conflicting parties. From January 1, 2013 to August 21, 2015 he was the UN Special Envoy for Guinea-Bissau and Head of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS).

Representatives of East Timor have regularly called on the international community to further support Guinea-Bissau, which they refer to as their “brother country”. Brazil also plays a similar role for Guinea-Bissau . Guinea-Bissau welcomes East Timor's commitment in this form, precisely because of the chronic "donation fatigue" of international actors in view of the ongoing instability of the West African country and the stalemate after the Conakry agreement .

East Timor helped Guinea-Bissau to fund some authorities. In 2014, the Southeast Asian country took over the payment of employees of the Guinea-Bissau government in the amount of six million US dollars. At the international donor conference for Guinea-Bissau in Brussels in 2015, East Timor secured 1.9 million US dollars for the Terra Ranka strategy and operation plan for 2015-2025, which the Guinea-Bissau government presented. Terra Ranka did not come about due to the political stalemate, but East Timor still transferred € 225,000 to Guinea-Bissau to finance the organization of a national reconciliation meeting in Guinea-Bissau. East Timor also provided direct financial and technical support for the organization of elections in Guinea-Bissau. There were also discussions and efforts in other areas such as defense and security sector reform in Guinea-Bissau. In the latter, East Timor has had great experiences, both positive and negative. In 2017, East Timor Guinea-Bissau donated two ambulances. On November 26, 2019, the Agência de Cooperação de Timor-Leste (ACTL) granted Guinea-Bissau an amount of 300,000 US dollars as “technical support for budget support”.

Development aid from East Timor

The ACTL has a technical representation for cooperation ( Portuguese Representações Técnicas de Cooperação RTC ), a "cooperation agency ", based on a main street in Bissau , near the city center. This should pass on the positive experiences of East Timor in the implementation of the 16 Sustainable Development Goals (SDG-16) in the areas of interest representation, resources and technical cooperation to Guinea-Bissau. East Timor's special envoy in Guinea-Bissau has been Tomás Cabral since August 2018 . His predecessor was Alberto Carlos .

Guinea-Bissau has an embassy in Jakarta, Indonesia .

Entry requirements

East Timorese can get an eVisa for Guinea-Bissau. Citizens of Guinea-Bissau receive an entry visa for 30 days upon arrival in East Timor.

For 2018, the East Timor’s Statistical Office does not indicate any trade relations between Guinea-Bissau and East Timor.
