Josef Hess (born January 6, 1961 in Engelberg ) is a Swiss civil servant and politician . Since July 1, 2017, he has been a member of the government of the Canton of Obwalden , where he heads the building and spatial development department.

Life

Hess grew up as a farmer's son in Engelberg. After graduating from the Engelberg Abbey School , he studied at the ETH Zurich and received his degree as a forest engineer in 1986 . From 2003 he completed his training with a doctoral degree in administrative law, which he completed in 2008 with the dissertation “Protection goals in dealing with natural risks in Switzerland”.

From 1988 he headed the natural hazards department at the canton of Obwalden and was a district forest engineer. In 2005 he also took over hydraulic engineering and thus responsibility for the stream projects. As a member of the cantonal management team, he was involved in dealing with several flood and storm disasters and gained experience in project work abroad, for example in Brazil and the USA. Since 2000, Hess has been a member of the Swiss Humanitarian Aid Corps at the Directorate for Development and Cooperation (SDC).

From 2009 to mid-2017, Hess was employed by the Federal Office for the Environment (FOEN), and since 2013 he has been one of the deputy directors.

In December 2016, Hess was elected as the only candidate in a silent election as a member of the government of the Canton of Obwalden. On July 1, 2017, he took over the building and spatial development department from his predecessor Paul Federer . Hess is non-party, but is committed to a bourgeois attitude. In the Official year 2018/2019 he was Country governors (Vice-President of the Governing Council) and in the Official year 2019/2020 he held the position of Landamman .

Hess is distantly related to the former government councilor Hans Hess , both of whom have the same great, great, great-grandfather Placidus Hess. He is a father of two and lives in Alpnach .
