Joseph Schweer

Joseph Schweer (born September 1, 1933 in Lastrup ) is a German administrative lawyer and attorney . From 1976 to 1978 he was president of the Oldenburg administrative district and from 1978 to 1990 regional president of the Weser-Ems administrative district .

Life

After graduating from high school in Cloppenburg in 1954 , Schweer studied law at the universities of Heidelberg , Freiburg im Breisgau and Münster . He passed the first state examination in law in 1958 and then went through preparatory service, including as a trainee lawyer at the Federal Cartel Office in Berlin . In 1962 he was at the Law Faculty of the University of Münster with a thesis on Antitrust: (dissertation discrimination and to contract for) a doctor of law doctorate . After passing the second state examination in law, he entered the administrative service.

Schweer was initially deputy senior district director and held the post of senior district director in the district of Cloppenburg from 1966 to 1976 . He had previously joined the CDU . After the change of state government , he was appointed President of the Oldenburg administrative district by Prime Minister Ernst Albrecht in 1976. As part of the municipal regional reform in Lower Saxony , the eight administrative districts were dissolved on February 1, 1978 and four administrative districts were created at the same time. Schweer was appointed regional president of the Weser-Ems administrative district and held this office until the state government changed in 1990. Wolf Weber was appointed his successor .

After leaving the administrative service, Schweer was admitted to the bar and took up a position in an Oldenburg law firm . He has been a specialist lawyer for administrative law since 1993 .

Joseph Schweer has been married since 1961 and has two grown children.
