The Stuttgart Youth Council is an offer to young people from Stuttgart to participate in local decision-making processes. The youth councils are elected every two years in the city districts and represent the interests of the young people vis-à-vis the local council , the mayor , the district councils and the city administration. The youth councils support and initiate facilities for young people. You plan and carry out your own activities, projects and events and should be politically neutral.

In Stuttgart there have been youth councils in 19 of the 23 city districts since 2020. In city districts without a youth council, the young people can organize themselves in project groups.

history

As early as 1988 there was a request from a city council in the Stuttgart municipal council as to whether the Stuttgart city administration was ready to introduce a youth district advisory council. Its role model was to be the Filderstädter youth council , which at that time was considered the model youth council in Baden-Württemberg. However, the result was that this approach could not be transferred to urban conditions.

In 1994, at the invitation of the Ring Politischer Jugend Stuttgart and the State Center for Political Education Baden-Württemberg, an information event was held under the name Does Stuttgart need a youth council? instead of. Thereupon there was a request from the FDP / DVP parliamentary group in the Stuttgart municipal council as to how a youth council could be created in Stuttgart. In addition, the Stuttgart East district advisory council had spoken out in favor of the formation of a youth council. Subsequently, all municipal council groups called on the city administration to develop possible participation models.

On May 18, 1995, the Stuttgart municipal council decided by a majority to found the model project youth district advisory board. It should start with three to four city districts, whereby at least one inner city district, one larger outer city district and a cross-district model for smaller city districts should be created. In addition, a working group called Participation of Young People in Local Activities was founded. This should consist of representatives of the municipal council groups, the Stadtjugendring Stuttgart, the Ring Politischer Jugend Stuttgart, the Stuttgarter Jugendhausverein, the Initiative Jugendrat Stuttgart and the Initiative South Meeting . The results of two meetings of the working group then flowed into the municipal council Drucksache 395/1995 and were decided by the municipal council on July 20, 1995.

1995: 1st youth council election

In December 1995 the first youth council election took place in Stuttgart. Four youth council bodies were elected, covering seven of the total of 23 city districts: Upper Neckar suburbs ( Hedelfingen , Obertürkheim , Untertürkheim and Wangen ) East , Sillenbuch and South . Stuttgart was the first major German city to have succeeded in installing such bodies. The turnout averaged 11.8%.

1998: 2nd youth council election

In February the second youth council election took place in the districts of Obere Neckarvororte, East, Sillenbuch, South and now in North . Elections were made in eight out of 23 city districts. The turnout was 24.8%.

1999: Seat in the youth welfare committee

In 1999, at his request, the Stuttgart Youth Council received an advisory seat on the youth welfare committee of the city of Stuttgart.

2000: 3rd youth council election

In February 2000, youth council bodies were elected in the city districts of North, Upper Neckarvororte, East, Sillenbuch and South, which extend over eight of 23 city districts. The turnout was 22.1%.

Expansion of forms of participation

A study by Kurt Möller from the University of Social Sciences in Esslingen suggested that the youth council model located in the city districts be supplemented as part of a participation mix. Youth council elections should be offered in the boroughs where young people specifically request it. In addition to the youth council elections, other forms of participation such as open youth forums and project groups should give as many young people as possible of different age groups, youth cultures and educational backgrounds the opportunity to participate. In addition, a city-wide youth representation is to be set up, the Stuttgart Youth Councils working group . It should be composed of representatives of the district youth councils, youth forums and project groups and represent the city-wide concerns of the young people to the Stuttgart municipal council. 2002: 4th youth council election

In 2002 the 4th youth council elections took place in the city districts of North, East, South, Sillenbuch, Upper Neckar suburbs and now in Mühlhausen . Thus there was a youth council in nine of the 23 city districts. Turnout: 27.4%.

2004: 5th youth council election

In 2004 the 5th youth council elections took place in the districts of North, South, Sillenbuch, Mühlhausen and now in Bad Cannstatt and Weilimdorf , thus in six of 23 districts. Not enough candidates for the youth council election were found in the eastern and upper Neckar suburbs. Project groups were formed there, which continued to offer an opportunity to participate in the districts. Turnout: 24.7%.

2006: 6th youth council election

In 2006 the 6th youth council elections took place in the city districts of Bad Cannstatt, Mühlhausen, North, East, Sillenbuch, South, Weilimdorf and [Stuttgart-West | West]. The Youth Council East, which was last established in 2002, had the largest number of candidates with 37 applicants. A youth council was elected for the first time in Stuttgart-West. There were now youth councils again in eight of the 23 city districts. Turnout: 25.1%.

Decision on the citywide youth council election

As a result of the 1st Stuttgart youth hearing, a participation event open to all young people, in March 2007 the young people asked for youth council elections to take place throughout the city. This was taken up and fulfilled by the local council:

"1. The election of youth councils in all city districts and the implementation of city-wide youth hearings every two years as well as the formation of common electoral districts (e.g. Wangen / Hedelfingen / Obertürkheim / Untertürkheim) is generally approved. "

2008: 7th youth council election

In 2008 the 7th Stuttgart Youth Council election took place, which was offered for the first time by the city administration in all 23 districts. The districts of Bad Cannstatt, Mühlhausen, North, East, Sillenbuch, South, Weilimdorf and West were elected. The youngsters in Botnang , Degerloch , Möhringen , Plieningen and Birkach , Stammheim (Stuttgart) , Mitte and Zuffenhausen were able to vote for the first time . In the three city districts of Feuerbach , Münster and Vaihingen , too few candidates came forward to be elected, so project groups were founded there. There were youth councils in 20 of the 23 city districts. With the active project groups in the city districts without a youth council, youth participation across the board was achieved for the first time in the entire city area. Turnout: 28.6%.

2010: 8th youth council election

In 2010 the 8th Stuttgart Youth Council election took place. The districts of Bad Cannstatt, Botnang, Degerloch, Feuerbach, Möhringen, Mühlhausen, Obere Neckarvororte, Plieningen and Birkach, Stammheim, Mitte, Nord, Ost, Süd, West, Weilimdorf, Vaihingen and Zuffenhausen were elected. For the first time, the young people in Feuerbach and Vaihingen were able to vote. In the city districts of Münster and Sillenbuch , project groups were set up to carry out an election due to a lack of candidates. There were now youth councils in 21 of the 23 boroughs. Turnout: 28.8%.

2012: 9th youth council election

In 2012 the 9th Stuttgart Youth Council election took place. Elections were made in the boroughs of Bad Cannstatt, Degerloch, Feuerbach, Möhringen, Mühlhausen, Münster, Upper Neckar suburbs, Plieningen and Birkach, Sillenbuch, North, East, South, West, Weilimdorf, Vaihingen and Zuffenhausen. Project groups were founded in the city districts of Botnang, Stammheim and Mitte. Youth councils were elected in 20 of the 23 boroughs. Turnout: 25.8%.

2013: Youth councils in the local council

Since 2013 the youth council has had two permanent representatives in the municipal council meetings. In the case of their own applications, they have the right to speak in the municipal council. Otherwise, the youth councils still have the right of inquiry and application to the mayor.

2014: 10th youth council election

In 2014 the 10th Stuttgart Youth Council election took place. The districts of Bad Cannstatt, Feuerbach, Mühlhausen, Münster, Plieningen and Birkach, S-Nord, S-Ost, S-Süd, S-West, Weilimdorf and Zuffenhausen were elected. In the districts of Botnang, Degerloch, Möhringen, Sillenbuch, Stammheim, S-Mitte, Vaihingen and in the districts of the Upper Neckar suburbs (Hedelfingen, Obertürkheim, Untertürkheim, Wangen) the establishment of a project group was offered. Youth councils were elected in 11 of the 23 boroughs. Turnout: 31.5%.

2016: 11th youth council election

The 11th Stuttgart Youth Council election took place in 2016. The turnout was 29.0%.

2018: 12th youth council election

The 12th Stuttgart Youth Council election took place in 2018. Youth councils were elected in 18 of the 23 boroughs. These are Bad Cannstatt, Botnang, Degerloch, Feuerbach, Möhringen, Mühlhausen, Upper Neckar suburbs (Hedelfingen, Obertürkheim, Untertürkheim, Wangen), Sillenbuch, S-Mitte, S-Nord, S-Süd, S-Ost, S-West, Weilimdorf and Zuffenhausen. In the districts of Stammheim, Münster, Plieningen, Birkach and Vaihingen, the establishment of a project group was offered. The turnout was 30.5%.

2020: 13th youth council election

The 13th Stuttgart Youth Council election took place in 2020. Youth councils were elected in 19 of the 23 boroughs. These are Bad Cannstatt, Botnang, Feuerbach, Möhringen, Mühlhausen, Upper Neckar suburbs (Hedelfingen, Obertürkheim, Untertürkheim, Wangen), Plieningen and Birkach, Sillenbuch, S-Nord, S-Süd, S-Ost, S-West, Vaihingen, Weilimdorf and Zuffenhausen. The establishment of a project group was offered in the city districts of Stammheim, Münster, Degerloch and S-Mitte. The turnout was 30.2%.

District Youth Councils

Young people entitled to vote in a district in which there are enough candidates to vote (two more than seats available; see also electoral procedure) elect a youth council. The number of its members depends on the number of inhabitants and corresponds to the number of district councils in the respective district. The district youth councils decide on suggestions for improvement and give suggestions for the concerns of young people, which they bring to the respective district council, to the local council or to the city administration.

In order to obtain information, the youth councils receive the Stuttgart official gazette free of charge as well as the same documents on agenda items of the district advisory council as its members if the youth councils are affected by corresponding agenda items.

The youth councils are elected for two years. You can specify in your rules of procedure that a member takes the chair. You have a budget of € 4,200 per committee per year.

Project groups

So-called project groups can be set up in districts in which there are not enough applicants for the youth council election . These meetings also meet regularly, but are more open in terms of participation and can only exist for the duration of a specific project.

Working group of Stuttgart youth councils

The Stuttgart Youth Council working group deals with issues that are at the city-wide level. It consists of three representatives from the district youth councils and one representative from each project group and usually meets once a month. Its meetings usually take place in the Stuttgart City Hall. The Stuttgart Youth Council working group elects the representatives for the youth welfare committee of the local council from among its ranks. The Stuttgart Youth Council working group also elects three speakers with equal rights who represent the youth council and chair the meetings. Currently (as of 2018) these are three young people from the Stuttgart city districts.

Electoral process

The youth council elections are announced in all city districts to all eligible voters by sending an information brochure. The information brochure contains an application form, information about the start and end of the application period and information about the election period. The passive and active voting rights have all young people, but not on the last day of the election at least 14 19 years old and at least three months in each electoral district with primary residence are reported. You can apply using the application flyer, on the website of the Stuttgart Youth Council or, since 2018, via WhatsApp. After the application period has expired, all applications received will be checked for validity. An election poster is then printed for each district. This shows all candidates for the youth council with a picture, age and a text written by the candidates themselves. The young people can vote either by postal vote or at a ballot box . The ballot box will be placed in different places at different times. For example, you can vote in schools, youth centers and in Stuttgart City Hall.

City festivals

Some youth council bodies take an active part in city festivals, such as the Feuerbach youth council at the Höflesmarkt.

Night traffic

The Stuttgart youth council has been campaigning for improvements in night traffic in the city and in the region for years. Among other things, they are calling for more night buses and longer operating times. In 2001 the youth councils implemented a third night bus route in Stuttgart. Since December 2012, night buses have also been running on Thursdays, and on weekends the S-Bahn trains run continuously all night.

Pay-as-you-go local transport

On October 16, 2015, the youth council criticized the increasing costs of the VVS and requested the city in an application to Mayor Fritz Kuhn to investigate alternative concepts that finance Stuttgart's local transport through a levy. The employer tax from the City of Vienna , the road user fee and the local transport tax , which should be shared among all citizens, are named as options .

The downhill variant of many sports (e.g. skateboarding and mountain biking) is very popular in Stuttgart . There were always problems, especially with mountain biking on a route between Degerloch and Stuttgart Süd. The youth councils there have been campaigning for a legal and official route with the mountain bikers since the youth hearing in 2011. This is planned and implemented together with the city of Stuttgart.

The Stuttgart Youth Council also supports skaters. For example, for a new building for the Bad Cannstatt skate hall as a replacement for an old skate hall, for the large skate park behind the Prague cemetery and for possible skate parks such as B. in Stuttgart Ost or Sillenbuch.

Open space planning

In the planning and redesign of play areas and meeting places for young people, the youth councils are actively involved by the city administration and local politicians. Examples of this are the sandy beach at Max-Eyth-See , the multi-generational playground at the Hauptmannsreute in Stuttgart West or the temporary use of the Züblin area in Stuttgart Mitte, where various offers for young people are created.

Deposit rings

Due to the increasing number of deposit collectors in downtown Stuttgart, the youth councils are calling for the introduction of a deposit ring system . This was rejected by the city administration for various reasons. In October 2014, however, the city of Stuttgart started a cooperation with the company WeWant, through which in mid-January 2015 pawn rings were installed at some locations in downtown Stuttgart, some of which the youth council selected.

Youth cafés run by volunteers

In many districts, youth councils set up self-managed youth clubs and youth cafés. The most famous example is Cafe13 in Stuttgart Weilimdorf. This was founded by the local youth councils and is now administered by the youth themselves.

Band festivals and band contests

The Stuttgart youth councils organize band festivals and band contests in many districts. These have also become established in the districts and in the youth councils, e.g. B. the SüdSide Festival of the youth council Stuttgart Süd or Rock im Busch in Stuttgart Weilimdorf. With them, the youth council makes a contribution to the cultural offerings of Stuttgart and especially offers young bands and groups a platform.
