Kəlbəcər ( Azerbaijani , also Kälbäcär ) or Karwatschar ( Armenian Քարվաճառ ; Kurdish Kelbajar , Russian Кельбаджар Kelbadschar ) is a city in Azerbaijan near the Armenian border, currently under the administration of the Nagorno-Karabakh Republic . It is nominally the capital of the Azerbaijani Rayon Kəlbəcər Rayon and the de facto administrative seat of the Nagorno-Karabakh province of Shahumyan . Kəlbəcər is located in a canyon in the so-called Laçın Corridor, which lies between the Republic of Armenia and Nagorno-Karabakh . The city is located at an altitude of 1589 m, 320 km west of the Azerbaijani capital Baku .

According to the 2005 census of the Nagorno-Karabakh Republic, the city had 491 inhabitants.

From 1923 to 1929 Kəlbəcər was part of the autonomous province of Red Kurdistan and at that time was mostly populated by Kurds . After the dissolution of red Kurdistan, from 1937 onwards, many Kurds were deported to Central Asia as part of the Stalinist purges .

In 1970 the urban-type settlement had around 5,000 inhabitants, and in 1991 around 7,500. Livestock was the main industry.

In the course of the Nagorno-Karabakh conflict , the city was occupied by Armenia on May 18, 1992 . Most of the Muslim residents ( Azeris , Kurds) then fled the city, mostly to the heartland of Azerbaijan. In the period after that, the Armenian government resettled Armenian refugees from Azerbaijan in the city. With around 500 inhabitants in 2010, the population has shrunk to a fifteenth of 1991.
