The KSS Freizeitpark Schaffhausen is a leisure and sports facility in the city ​​of Schaffhausen in the canton of Schaffhausen , Switzerland . It is located in the Breite district and was planned and built between 1964 and 1966 (outdoor pool and artificial ice rink) and 1970 to 1972 (indoor pool) by the renowned architect Ernst Gisel . With around 400,000 entries per year, the KSS is the largest leisure facility in the canton of Schaffhausen resp. Agglomeration of Schaffhausen and is also used by visitors from the German border area.

Ownership

The buildings are owned by the K unsteisbahn- and S chwimmbadgenossenschaft S chaffhausen KSS . The city of Schaffhausen has given the 43,378 m² land area to the cooperative under construction law until 2025. The city of Schaffhausen in turn holds 97% of the cooperative shares, but has only one vote at the general assembly due to the legal form of a cooperative, the so-called head voting right applies. In addition to an annual contribution of around CHF 1.5 million to the operation, the city of Schaffhausen also finances the renovation and renewal work. Currently (as of 2019) the city government is reviewing the expediency of the current legal form.

Monument protection

The system is included in the directory of cultural monuments worthy of protection (VKD) of the city of Schaffhausen (buildings and gardens). In 2014, the Swiss Homeland Security included the cooling lubricant system in the list “The most beautiful buildings 1960 to 1975”. The renovations and changes made between 1984 and 2012 are partly to be seen as a reduction in the original complex for reasons of monument protection. The downsizing of the open artificial ice rink by an ice rink is relevant. Since the original ice rink and the curling building were replaced by a new building a few years ago, they are not part of the building group classified as worthy of protection.

In 1870, the largest box bath still preserved in Switzerland, the Rhybadi, was built in the Rhine below the Feuerthaler Brücke . The Engeweiher also served the swimming club as a training pool from 1925. In winter the Fulach was dammed and the Spitzwiese (opposite the Falken brewery ) was flooded. The meadow could thus be used as a natural ice rink.

The water quality of the Rhine left more and more to be desired in the 1950s and 1960s, before the sewage treatment plants were built. The population also wanted to swim in a hall in winter. The SBB planned together with the city of Schaffhausen, on the Spitz meadow in Herblingertal create a yard. In order to put pressure on the city, an interest committee was founded in Schaffhausen in 1958 for the construction of a swimming pool and an artificial ice rink . In 1961, in preparation for the construction of a swimming pool and artificial ice rink, the city made a large rounding of the planned building site across the width and exchanged land in the Herblingertal at a ratio of 5:12 with the canton of Schaffhausen. The construction of a swimming pool and an artificial ice rink would actually have been the task of the public sector. The city of Schaffhausen was, however, due to the creation of various large infrastructure projects such as B. the construction of the Schaffhausen power station , the construction of the Herblingertal industrial area and the construction of school buildings in a financially tense situation. In order to still be able to create a contemporary leisure facility, the artificial ice rink and swimming pool cooperative Schaffhausen, KSS, was founded in 1962 on a private initiative . The cooperative wanted to run the business on a private basis and take the financing with the help of the authorities, industry, trade and the entire population in hand. In the same year the architect Ernst Gisel won the competition for the construction of the swimming pool and the artificial ice rink on the width.

In 1963 the city of Schaffhausen approved the building lease agreement for 2 million francs with the KSS. In 1964 the construction of the ice rink and the swimming pool began. In 1965 the artificial ice rink was provisionally opened. From June 4, 1966, the official inauguration of the Volkssportanlage KSS took place. On April 8, 1972, the KSS indoor swimming pool was officially opened. The construction work was carried out by the architect and site manager Heini Stamm from Schaffhausen. The Schaffhausen industry and private patrons also donated over 1.2 million francs for the construction of the indoor swimming pool. A total of over four million Swiss francs was raised on a private basis for the construction of the entire coolant system. Until 1969, the KSS was able to show balanced accounts. The sharp rise in the price of oil, stagnating visitor numbers with 350,000 admissions, and the general increase in costs put a heavy strain on the KSS balance sheet. The annual deficit of more than 450,000 francs included, among other things, the interest cost of a municipal loan in the amount of 3.5 million francs. The city should actually have acted as the builder in 1966 and was responsible for the overall financing. This omission was corrected in 1976. The electorate approved the city loan to be taken over by the city. This enabled the KSS to save around CHF 200,000 annually in interest costs.

In 1984 a water slide was built in the indoor pool. In 1985 an outside cloakroom was converted into a Kieser fitness center. In 1987, thanks to generous donations from industry, the KSS was one of the first open-air swimming pools in Switzerland to put a white water slide into operation. In 1987 the two ice fields were renovated and a roof structure (wooden beams and foil roof) was built over one of the two ice fields. Thus, the KSS had an ice rink with an integrated grandstand. In 1988, the cooling lubricant system was the first stage of the Tour de Suisse . In 1996 the technology of the outdoor pool was renewed. At the same time, a swimming channel with various whirlpools was created between the hall and the 50-meter pool. Heated up by the waste heat from the artificial ice rink, the swimming channel can also be used in winter. The city of Schaffhausen took over the costs of 6.9 million Swiss francs after a referendum. In 2000, a wellness facility with three saunas, one of which is an outdoor log cabin sauna, and a swimming pond were built. In October 2003 the new air dome was erected for the first time over the 50-meter outdoor pool . The hall is connected to the indoor swimming pool by a corridor. The new air dome enables the 50-meter pool to be used even in winter, thus relieving the indoor pool. In 2008, the water slide in the outdoor pool was replaced by a wide slide. In 2010 the new ice rink, the IWC Arena , was opened. The hall cost 10 million francs and was financed by the city of Schaffhausen. At the same time the new curling hall was put into operation. In 2018 the air dome will be replaced by a new one.

future

The indoor swimming pool, which opened in 1972, is structurally and technically at the end of its useful life. Major renovations to the indoor pool were more than 20 years ago. Since the construction of the systems, the needs of the various user groups have also increased. a. Schools and sports clubs, changed. In 2017, the city council proposed a first phase of renovation and an expansion of the existing facility in a second phase. The pre-advisory parliamentary commission suggested that a new building should also be examined. As a result, the city council withdrew the bill. A room and pool program was then developed with the involvement of the various user groups. In November 2019, the city council presented a new template with a new building. Eight instead of six lanes will now be available in the 25-meter main pool. In addition to an enlarged children's paddling pool, a slide is planned. In addition, a new teaching pool with a lifting floor as well as a course pool and a diving pool are to be created. The water surface is to be increased from the current approx. 650 m² to approx. 1000 m². Rooms for fitness, health and wellness are also to be integrated in the new building. A central entrance area with a restaurant is planned to simplify operational processes. The new building with an underground car park is planned for the KSS car park today. The existing indoor swimming pool can remain in operation until the new building is built.

The indoor swimming pool is included in the list of cultural monuments worthy of protection in the city of Schaffhausen. It is still unclear whether a demolition is possible. Possible other uses are to be examined in the course of the multi-year planning and construction process. In a first rough estimate, costs of around CHF 70 million are expected, with a deviation of +/- 30%. Since around a third of the indoor swimming pool is visited from the other municipalities of the canton of Schaffhausen, the city council considers it appropriate for the canton to contribute to the operating and investment costs. The city council is in discussion with the government council.

A general credit application is provided for the decision on the new “KSS” indoor swimming pool. The project is to be developed in a competition after the referendum. The city council applies for a loan of CHF 450,000 to develop the basis for the general credit application. The people are expected to decide on the loan for the new building in 2022. Construction should start in 2026 at the earliest, opening in 2028.
