Kader Arif (born July 3, 1959 in Algiers ) is a French politician ( PS ). From May 16, 2012 to November 21, 2015, he was Deputy Minister or State Secretary for War Veterans in the Ministry of Defense under Jean-Yves Le Drian, a member of the French government in the Ayrault I , Ayrault II , Valls I and Valls II cabinets .

Arif is the son of a Harki , a Muslim Algerian who fought on the side of the colonial power France during the Algerian War. As a result, his family emigrated to France after Algeria's independence in 1962.

He has been a member of the Parti Socialiste since 1983, and was a member of the European Parliament between 2004 and 2012 . In 2012 he was elected to the Assemblée nationale for the 10th constituency of the Haute-Garonne department , but did not exercise this mandate as he was already a member of the government; for this reason he had also left the European Parliament.

He achieved worldwide fame especially in 2012 in his role as rapporteur for the ACTA trade agreement . On January 26, 2012, he resigned prematurely from this office. He justified this step with a previously unknown lack of transparency of the conclusion of the agreement and grave consequences for the lives of the citizens while at the same time largely circumventing parliaments.

“I would like to condemn in the strongest terms the entire process that led to the signing of this agreement: no involvement of a non-governmental organization; lack of transparency from the beginning of the negotiations; repeated postponements of the signature of the agreement without any explanation being given; ignoring the demands of the European Parliament despite several decisions by our assembly.

As the rapporteur for this text, I have never seen such maneuvers by the right wing of this Parliament: the agreement was speeded up before the public could be alarmed. This deprived the European Parliament of the right to express its opinion and to put forward the legitimate demands of the citizens as an argument.

Everyone knows that ACTA brings problems: [ACTA] affects civil society freedom, the accountability of internet providers, the manufacture of generic drugs and the protection of our geographical data.

This agreement can have serious consequences for the lives of citizens, and everything is being done to undermine Parliament's say. Today, as the person responsible for this published report, I would like to set an example and hereby alert the public to this unacceptable situation. I will not take part in this masquerade. "

Arif is considered a close follower of François Hollande , during whose time as first secretary of the PS he was promoted to the party and whom he had subsequently supported. He was forced to resign after investigations into companies belonging to his relatives were opened. It was about the advantages of these companies in the award of public contracts by the Midi-Pyrénées region, the accusation was raised that Arif had influenced these decisions. A search of the premises of the Defense Ministry because of these allegations triggered the resignation. He is now exercising his mandate in the National Assembly.
