    The Kalmyk Volkschural ( Kalmyk Хальмг Таңһчин ардин хурл, transliterated Chal'mg Tangghtschin Ardin churl ; Russian Народный Хурал Республики Калмыкия, transliterated Narodny Khural Respubliki Kalmykija ) is the legislature in the unicameral the Republic of Kalmykia , which as a federal subject to Federal District Southern Federal District of the Russian Federation belongs.

    Origin of name

    In the Mongolian Empire, Kurultai was the name given to the assembly of princes at which the tribal leaders were appointed and the campaigns planned. For example, in 1206 Genghis Khan was elected Great Khan of the Mongols on a Kurultai . Several Mongolian states or member states designate their parliaments in the Mongolian tradition with the word Chural, which is based on the word Kurultai. For example, the parliament of Mongolia and the parliament of Buryatia are called Great State Chural and Buryat People 's Chural, respectively . Due to the titular nation of the Kalmyks , who are also a Mongolian people, the name Chural was chosen as the name of the parliament of Kalmykia.

    In accordance with the Constitution of the Russian Federation of 1993, an election for the Kalmyk People's Chural was held for the first time on October 18, 1994. Additional elections were held in 1999, 2005, 2008 and 2013. The current legislative period from 2018 is the sixth convocation of parliament.

    The parliament of Kalmykia is elected by proportional representation, in which the 27 seats are divided between the electoral lists . The seats are distributed according to the D'Hondt procedure , whereby all electoral lists are taken into account that have achieved at least five percent of the votes cast, so there is a five percent hurdle . A legislative period lasts five years.

    Representation in the Federation Council

    The representative of the Kalmyk legislature in the Federation Council is Alexei Majorov , who took office on September 24, 2018. His term of office is expected to last until at least 2023, when the next election to the Volkschural takes place in Kalmykia as planned. In addition, Kalmykia is also represented on the Federation Council by a representative of the executive in the service of the governors .
