Construction started in July 1986 and the construction costs amounted to 63 million D-Marks (32 million euros). The section up to the Neckar Valley Viaduct Untertürkheim near the Neckar Stadium went into operation on December 14, 1992. The entire route to Bundesstraße 10 was opened on December 29, 1994. Since then, up to 80,000 vehicles have been driving on this section of the B 14 every day.

In the ADAC tunnel test in 2002, the Kappelberg tunnel was classified as "questionable"; the following year the fire protection requirements were tightened. The tunnel was therefore completely renovated from May 2004 to November 2005. During the work, the walls were lightened, new exhaust ventilation devices , lockable escape doors and new lights were installed, a height control system was installed and a new asphalt pavement was applied.

At the beginning of 2006 the ADAC tested the Kappelberg tunnel again, this time the result was “very good”. From August 21 to September 15, 2006, electronic permanent light signals were installed over each lane in the tunnel.

The Kappelberg tunnel is a hotspot for accidents , especially when entering the tunnel, rear-end collisions occur again and again. The reason could be that motorists "fear of tunnels" brake when entering the tunnel. Because of the heavy traffic in the tunnel, even small accidents usually result in long traffic jams. In order to defuse the situation, traffic observations will be made in the first half of June 2016.
