After the First World War, Passarge became politically active and became regional manager of the DNVP in Pomerania. He was the closest confidante of Hans Schlange-Schöningen , who was the leading man in the Pomeranian DNVP in the 1920s. In the inner-party power struggle between Schlange-Schöningen and Alfred Hugenberg , Schlange-Schöningen's opponents in Pomerania succeeded in persuading Passarge to resign from the office of regional manager in 1928.

From 1930 to 1933 Passarge was a civil servant in the authority of the Reich Commissioner for Eastern Aid ; the office of Reich Commissioner was held in 1931/1932 by Schlange-Schöningen.

From 1933 to 1939 Passarge was the main department head in the advertising council of the German economy . In 1939 he left this position and became publishing director for two commercial publishers in Berlin .

After the Second World War , Schlange-Schöningen, who had become head of the Central Office for Food and Agriculture in the British Zone , brought Passarge to his office on August 1, 1946, as deputy head. Passarge, who received the official title of State Secretary , remained in this position until the agency was dissolved on September 30, 1948.

The city of Hamburg appointed Passarge to head the International Horticultural Exhibition (IGA) in 1953 and again in 1956 to head the IGA in 1963. Passarge was also active in committees for agricultural advertising and agricultural exports.

Passarge was interested in the history of Pomerania . In 1955 he became treasurer of the re-established Society for Pomeranian History, Archeology and Art and held this office until his death. In 1967 he became an honorary member of the society.
