The kkStB 28 were steam locomotives with a tender for the Imperial and Royal Austrian State Railways (kkStB).
The five locomotives were still procured by the Arlberg Railway from Krauss in Munich in 1884 . The 1C locomotives had internal frames and external controls.
At the kkStB, the five machines were initially classified as 9.01–05, but in 1891 they were re-designated as 28.01–05. Around 1900 the 02/18, 04 and 05 received new boilers (see table). They were retired in 1913.
