Klaus Mindrup (* 16th May 1964 in Lienen , Westfalen) is a German politician of the SPD . He has been a member of the German Bundestag since 2013 .

Life and work

After graduating from high school , Klaus Mindrup studied biology at the University of Osnabrück and graduated in 1988 with a diploma specializing in ecology . Klaus Mindrup has been working as an appraiser and developer since 1988. He has lived in Berlin, Prenzlauer Berg since 1995. From 1998 to May 2014 he was deputy chairman at UfU ( Independent Institute for Environmental Issues ). Since 2002 he has been a member of the supervisory board of the housing cooperative Bremer Höhe eG in Prenzlauer Berg. From 2009 to 2013 he was a member of the federal board of the BWE ( Bundesverband Windenergie eV).

He is the managing director of Hafenresort Silz Verwaltungs GmbH, Prien a. Chiemsee and the KLMI Verwaltungs UG (limited liability)

politics

Klaus Mindrup has been a member of the SPD since 1982 and a member of the regional executive committee of the SPD Berlin since 2010 . From 2005 to 2013 he was a federal party congress delegate of the SPD Berlin.

From 1999 to 2014 Mindrup was a district councilor in the district council assembly (BVV) in Berlin-Prenzlauer Berg and in the greater Berlin-Pankow district. There he was Chairman of the Committee on Economics (2001–2003) and Chairman of the Committee on Finance, Real Estate Management and Human Resources (2004–2006). From 2001 to 2008 he was parliamentary group leader of the SPD, from 2009 to 2013 financial and urban development policy spokesman for the SPD parliamentary group in Pankow.

In the election for the Berlin House of Representatives in 2006 , Klaus Mindrup ran as a direct candidate in the constituency of Pankow 8 . With a first vote result of 28 percent, Mindrup failed to make it into the House of Representatives. Instead, the candidate of the Greens , Volker Ratzmann , won the constituency directly with 34.6 percent of the first votes.

Mindrup has been a member of the 18th German Bundestag since October 2013 . He ran in the Bundestag constituency of Berlin-Pankow . Mindrup moved into the Bundestag via the state list. Mindrup is a full member of the Committee for the Environment, Nature Conservation, Building and Nuclear Safety and a deputy member of the Finance Committee.

Since moving into the German Bundestag, he has been a member of the parliamentary left of the SPD parliamentary group .

For the 2017 federal election , Mindrup was again nominated by the Pankow SPD district association as a direct candidate for the Berlin-Pankow federal election district . The SPD Berlin voted him back to fourth place on the state list with 89%.

On May 26, 2020 Mindrup was unanimously elected as the new spokesman for the Berlin SPD members of the Bundestag. He replaced Eva Högl .

Environment and climate policy

In November 2015 and 2017 he took part in the world climate conference in Paris and Bonn for the SPD parliamentary group.

Energy policy

Klaus Mindrup advocates the expansion of renewable energies in Germany. In a common name article with Johann Saathoff , he described renewable energies as "key technologies of the future" with "huge growth potential that would stabilize Germany economically in the long term and secure jobs in the long term".

In 2015 Mindrup was the only SPD member to vote against funding for the British Hinkley Point nuclear power plant .

Tenant flow

Mindrup co-initiator was the tenant current -Novelle. In his speech on the law, Mindrup spoke out in favor of the decentralized organization of the energy transition : "It makes sense to generate and use electricity on site [...]. In the end, this will also mean that the costs of the energy transition will be lower in economic terms are."

housing

In 2010 Mindrup opposed the plans of the red-red Berlin Senate to privatize the city's "Berliner Immobilien Holding". At that time, it managed almost 40,000 apartments and over 3,000 commercial premises. He criticized the Senate's plans as uneconomical: "In the long term, we are missing out on billions in income". In 2016, the Berlinovo GmbH, which emerged from BIH, generated a profit of over 370 million euros. In a joint name article with Michael Groß , Mindrup spoke out in favor of social housing construction again having to be seen as a duty.

Modernization levy and energetic renovation

Mindrup is committed to regulating the modernization levy for energy-efficient renovation. The existing regulation is used by some real estate companies to "de-rent" their properties in order to sell them as condominiums at a higher profit. In 2017, he described this practice by a real estate company as a "perverse business model".

Property policy

In 2007 Mindrup opposed the plans to build a shopping center on the site of the former Bötzow brewery in Prenzlauer Berg . Instead, the cooperative industrial estate Saarbrückerstraße eG was founded at this point. He took over the site in 2003. The commercial park is an example of successful commercial development throughout Germany. Mindrup advocates a changed property policy that is not exclusively organized according to the highest bidder procedure. That is why he was a critic of the Federal Agency for Real Estate Tasks (BImA) in the past.

Free trade: CETA and TTIP

In the debate about the free trade agreements TTIP and CETA , Klaus Mindrup expressed himself critically, especially against the arbitration proceedings. He advocated adopting the free trade agreement only taking into account the legal, ecological and social rules applicable in Germany. In the spring of 2016, he spoke out in favor of ending the negotiations on the TTIP free trade agreement after no progress had been made in the negotiations for months due to differing positions on the precautionary and aftercare principle.
