Josef Göppel (born August 16, 1950 in Rauenzell ) is a German politician of the Christian Social Union in Bavaria . From 2002 to 2017 he was a member of the German Bundestag . Since 2017 he has been the energy commissioner of the Federal Ministry for Economic Cooperation and Development for Africa.

Life and work

After completing secondary school in 1966, Göppel began vocational training in forestry , which he completed in 1969 with the first and in 1972 with the second state examination for the advanced technical forest service. From 1973 to 1994 he worked as a forester in the district service.

Josef Göppel has been married since 1977 and has four daughters.

politics

Göppel joined the CSU in 1970. He is mainly involved in environmental policy. From 1991 to 2017 he headed the working group "Environment and Regional Development" of the CSU. Göppel is also a member of the advisory board of the non-partisan forum ecological-social market economy . Since November 2017 he has been the Energy Commissioner for Africa together with the Green politician Bärbel Höhn . Since 2018 he has been one of the well-known representatives of the Union der Mitte , a member initiative founded by Stephan Bloch within the CDU & CSU , which primarily advocates sustainable nature conservation and against a shift to the right in Germany.

Member of Parliament

From 1972 to 2004 Göppel was a member of the city ​​council of his hometown Herrieden , where he was chairman of the CSU parliamentary group from 1984 to 2002 . In addition, from 1974 to 1994 he was a member of the District Assembly of Middle Franconia . Since 1996 the member of the district council of the district of Ansbach.

From 1994 to 2002 Göppel was a member of the Bavarian State Parliament .

From 2002 to 2017 Göppel was a member of the German Bundestag . Political positions

Göppel was also dubbed the “green conscience of the CSU”. As chairman of the CSU's Environment Working Group, he made several attempts to introduce a general speed limit on the autobahn. He was the only member of the CSU to vote against the coalition's 2010 extension of the service life of German nuclear power plants .

Josef Göppel voted in the German Bundestag on September 29, 2011 against the expansion of the European rescue fund EFSF because it was not linked to the introduction of a financial transaction tax.

In March 2014, Göppel voted as one of three members of the grand coalition in the German Bundestag for motions from the Greens calling for the labeling of genetically modified honey and preventing the cultivation of GM maize. In the coalition negotiations in 2013 , Göppel was a member of the Energy Working Group, but ultimately voted against the coalition agreement because he did not want to support the agreements made there in the field of energy. a. because of the centralization of the energy transition .

Göppel is chairman of the German Association for Landscape Management . In 1986 he founded the first landscape management association in Middle Franconia in order to overcome the differences between nature conservationists and farmers in his home region.

In 2014 Göppel was involved in the founding of the Regionalstrom Franken Genossenschaft, which bundles small producers and supplies the regionally generated electricity directly to the neighboring cities.

In 2018 he supported the Bavarian referendum against land consumption with a proposal to limit land consumption through land budgets.

Also in 2018 Göppel turned against the shift to the right by the CSU leadership and joined the "Union of the Middle".

At the end of 2018, together with other celebrities such as Hannes Jaenicke , Wolf von Fabeck and Volker Quaschning , other individuals as well as the Federation for Environment and Nature Conservation Germany and the initiator of the Solar Energy Association Germany, he filed a constitutional complaint "against the failure to take appropriate legal provisions and measures to combat the Climate change through the Federal Republic of Germany ”.

After the success of the Bavarian referendum for more biodiversity in 2019, he became a member of the Round Table on Species and Nature Conservation to draw up new environmental regulations.

Relatives affair

On May 3, 2013, the President of the Bavarian State Parliament, Barbara Stamm (CSU), published a list of names of MPs who employed first-degree relatives (spouses, parents, children) (so-called " relatives affair "). Göppel is also included on this list. Göppel himself stated in a statement that, because of a failed kidney transplant, he had employed his wife as a driver and his two daughters to look after the website for office work for 325 euros each, shortly before a corresponding ban came into force.
