The Ecological-Social Market Economy Forum (FÖS) is a non-partisan and independent think tank for the promotion and further development of environmental taxes , the reduction of environmentally harmful subsidies and emissions trading . The long-term goal is an ecological-social market economy , in which, with Ernst Ulrich von Weizsäcker , “prices tell not only the economic, but also the ecological truth”. The registered association founded in 1994 under the name “Förderverein Ökologische Steuerreform ” is supported by 300 members and has its seat in Berlin . On June 1, 2008, a change of name was decided at a general meeting in order to "reflect the purpose of the association and its goals more clearly in the association name". On January 1, 2013, a merger with the Eco-Social Forum Germany was completed.
aims
The FÖS is committed to further developing the social market economy into an ecological-social market economy. The market economy have so far proved most efficient in the opinion of GBG economic system proved. In order to serve people optimally and at the same time to protect the natural foundations of life, it must be given a strong state framework with appropriate ecological and social guard rails. The FÖS supports efforts to strengthen not only reliable social security systems but also the use of market-based instruments in environmental policy .
It develops proposals and reports on the ecological orientation of the German tax and financial system and market-based control instruments for the ecological and economic use of energy sources . It promotes science and research in the energy sector . The “Green Budget Europe” project developed by the FÖS tries to bundle the various national approaches in Europe.
requirements
- The inclusion of all costs of fossil and nuclear energy generation in the sales price ( external costs : internalize ) as a conventional energy surcharge , with simultaneous compensation for consumers, thus also short-term cost advantages for the long-term more cost-effective renewable energies
- Alignment of the diesel tax rate with the tax rate for regular petrol
- Revenue- neutral greening of the German vehicle tax
- Continuous (annual) increase in eco-tax for at least 5 years with social compensation
- From 2020 taxation of alternative energies to cover infrastructure costs
- Abolition of all tax breaks in aviation
- Taxation of kerosene by the German Mineral Oil Tax Act , VAT collection also for international flights
- VAT reduction in long-distance and local rail passenger transport
- Increase in eco taxes for fossil fuels (oil, gas) and electricity, in combination with a financial reimbursement ( eco bonus ) as a climate bonus (per capita grant for more efficient technology), social bonus (per capita in the same amount) and employment -Bonus (per job)
- Abolish the taxation of oil and gas on electricity generation
- more targeted promotion of combined heat and power plants
- Revision of the eco-tax reductions for industry, as well as their higher participation in the costs for the EEG
- Further development of emissions trading
organization
The work of the FÖS is carried out by the full-time office. Uwe Nestle is the managing director. The board is advised by Helen Lückge and Bettina Meyer. The chairman of the supervisory board is Kai Schlegelmilch, deputy chairman is Tobias Ernst. Other members are Botho Kickhöfer and Eike Meyer.
