The constituency 3 (Villach) is a constituency in Carinthia , the political districts of Villach-Land and Villach covers. In the state elections in 2018 , 3,94,981 people were eligible to vote in the constituency, with the Social Democratic Party of Austria (SPÖ) taking first place with 51.2%. In addition to the SPÖ, which achieved four of the eight possible basic mandates in the constituency, the Freedom Party of Austria (FPÖ) also achieved a basic mandate.

Originally there was only one constituency in the state elections in Carinthia. After the 1977 state election in Burgenland had been challenged by the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. Carinthia carried out the necessary adaptation with the amendment of the state election regulations in 1974 on May 18, 1979, whereby the state area was divided into four constituencies. The district of Villach-Land and the city of Villach were merged to form constituency 3.

In the 1984 state elections, the Social Democratic Party of Austria (SPÖ) in constituency 1 still had an absolute majority with 56.4%. As a result, however, the SPÖ had to accept continuous and in some cases severe loss of votes, even though it was barely able to defend the relative majority in the constituency until 1994. In 1999, however, the SPÖ lost first place to the Freedom Party. After the SPÖ was able to make a profit again in the state elections in 2004 after successive losses, it again achieved second place in this election. After that, it slipped to 34.4% in 2009, its worst value so far. As a result, it was only able to obtain two basic mandates, three fewer than in 1984. In 2013, the SPÖ was again able to recapture first place from the Freedom Party with 40.3%. Since 1984 the SPÖ has always achieved its best result in the four constituencies in constituency 3.

The Freedom Party , only the third strongest force in 1984 with 16.2%, increased continuously to 42.4% under Jörg Haider until 1999 and took first place that year. Due to slight losses, the Freedom Party fell back to second place in 2004 with 40.1%; in 2009 they were able to recapture first place with 42.7%, their best result to date, with the Freedom Party competing under the BZÖ brand in 2009. After the FPK split off from the BZÖ, the Freedom Party lost around 66% of their vote in the 2013 state elections in the course of various corruption scandals and fell back to 16.7%. Nevertheless, the FPK came second in constituency 2.

The Austrian People's Party (ÖVP), which in 1984 still took second place with 22.6% and two basic mandates, fell behind the Freedom Party as early as 1989 and between 1989 and 1999 only achieved one basic mandate with 16 to 20% of the votes. In the 2004 state elections, the ÖVP lost around half of its share of the vote and fell to 8.3%. After this historically worst result, the ÖVP was able to make up little of its losses in the state elections in 2009 and 2013 with 13.6% and 11.1% respectively. In 2004 and 2013, the ÖVP failed to achieve the basic mandate, with the ÖVP in constituency 3 consistently achieving its worst result over time.

Until 2004, the Green Carinthia failed several times on its own and with various electoral alliances because of the high basic mandate hurdle that was necessary for entry into the state parliament. It was not until the state elections in 2004 that the Greens were able to win a basic mandate in constituency 1, but in state electoral district 3 they clearly missed the basic mandate with 6.2%. After slight losses in 2009, the result of the Greens fell to around 4.9%, in 2013 the Greens more than doubled their result to 12.8%. With this, the Greens also achieved a basic mandate for the first time, overtaking the ÖVP and taking third place. In the Villach area, the Greens achieved the next best result after the Klagenfurt constituency.

In 2013, the Stronach (TS) team achieved 12.7% or a basic mandate when they first started. The Alliance for the Future of Austria (BZÖ) also made it into the state parliament in 2013, but with 5.9% in constituency 3 it remained well below the national average.
