The Constituency 4 (Carinthia West) is a constituency in Carinthia , the political districts of Feldkirchen , Hermagor and Spittal includes. In the 2013 state elections , 4 99,151 people were eligible to vote in the constituency, whereby the Social Democratic Party of Austria (SPÖ) emerged as the strongest party with 42.3%. In addition to the SPÖ, which achieved three basic mandates in the constituency, the Freedom Party of Austria (FPÖ) and the Austrian People's Party (ÖVP) each achieved a basic mandate.

history

Originally there was only one constituency in the state elections in Carinthia. After the 1977 state election in Burgenland had been challenged by the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. Carinthia carried out the necessary adaptation with the amendment of the state election regulations in 1974 on May 18, 1979, whereby the state area was divided into four constituencies. The districts of Hermagor, Spittal an der Drau and the former branch Feldkirchen (from 1982 district Feldkirchen) were merged to form constituency 4.

In the 1984 state elections, the Social Democratic Party of Austria (SPÖ) in constituency 1 still achieved almost an absolute majority of votes with 47.6%. As a result, however, the SPÖ had to accept continuous and in some cases severe loss of votes, even though it was barely able to defend the relative majority in the constituency until 1994. In 1999, however, the SPÖ lost first place to the Freedom Party. After the SPÖ was able to make a profit again in the state elections in 2004 after successive losses, it also only achieved second place in this election. After that, it slipped to 25.8% in 2009, its worst value so far. As a result, it was only able to obtain two basic mandates, two fewer than in 1984. If the SPÖ only came second from 1999 to 2009, it was able to recapture first place from the Freedom Party in 2013 with 30.7%. Nevertheless, as in the previous elections, constituency 4 was the weakest constituency of the SPÖ.

The Freedom Party , only the third strongest force in 1984 with 18.5%, increased continuously to 42.9% under Jörg Haider until 1999 and took first place that year. The Freedom Party was able to maintain this with 45.0% and 47.4% respectively in the 2004 and 2009 elections, with the Freedom Party running under the BZÖ brand in 2009. After the FPK split off from the BZÖ, they lost around 43% of their share of the vote in various corruption scandals in the 2009 state elections and fell back to 20.6%. Nevertheless, the FPK came second in constituency 2, where it achieved an above-average result in every state election and almost always its best constituency result.

The Austrian People's Party (ÖVP), which in 1984 still ranked second with 31.7% and two basic mandates, fell behind the Freedom Party in 1989 and also achieved two basic mandates between 1989 and 1999 with 24 to 27% of the votes. In the 2004 state elections, the ÖVP lost around 10% and fell to 14.5%. After this historically worst result, the ÖVP was able to stabilize again in the state elections in 2009 and 2013 with 19.7% and 19.1% respectively, with the ÖVP in constituency four always achieving its best result in the state elections since 1984.

Until 2004, the Green Carinthia failed several times on its own and with various electoral alliances because of the high basic mandate hurdle that was necessary for entry into the state parliament. It was not until the state elections in 2004 that the Greens were able to win a basic mandate in constituency 1, but in state electoral district 4 they clearly missed the basic mandate with 4.8%. After slight losses in 2009, the result of the Greens fell to around 4.0%, in 2013 the Greens more than doubled their result to 10.2%. Nevertheless, the Greens were not able to win a basic mandate. In addition, the Greens fell behind the Stronach (TS) team in the 2013 state election in constituency 4 , which achieved 12.1% or a basic mandate when they ran for the first time. The Alliance for the Future of Austria (BZÖ) also made it into the state parliament in 2013, but achieved the worst constituency result in the four districts with 5.7% in constituency 4.
