The state elections in Carinthia in 2018 took place on March 4, 2018. Before that, the Carinthian state parliament was last elected on March 3, 2013 . The turnout was 68.63 percent and a total of 297,918 votes were cast.

Starting position

Right to vote and ballot

In June 2017, the Carinthian state parliament decided with the votes of the government coalition (SPÖ, ÖVP and Greens) as well as the Carinthia team to reform the state constitution and abolish proportional representation . Up until the state election in 2018, all parties above a certain size were represented in the Carinthian state government according to the principle of proportional representation, after the 2018 election only those parties that agree on a coalition will be represented.

Eligible to vote were anyone who was sixteen on March 4, 2018 and who had a main residence in Carinthia and was Austrian citizens on the reference date, January 2, 2018. A total of 434,053 people were eligible to vote in this election, 6,000 fewer than five years earlier.

From January 2, 2018, the parties were allowed to collect declarations of support. Parties that were not supported by at least three members of the state parliament had to collect 400 signatures, at least 100 in each of the four constituencies. The parties had to submit their election proposals by January 26, 2018. By that day, ten parties had registered for the state election. With the exception of the KPÖ , which does not run in the West constituency , all parties are running nationwide. After an examination by the state electoral authority, the election proposals should be finally decided at a meeting of the state electoral authority on February 1, 2018. The order should also be determined at this meeting. First, those parties that are represented in the state parliament are ranked according to strength, followed by the new parties.

The pre-election day took place on February 23, 2018. On that day, a polling station in every Carinthian municipality should be open for at least two hours, at least between 6 and 7 p.m. 4.6 percent of eligible voters voted on the day of the election.

The voting cards were evaluated on March 5, 2018. 25,424 voting cards were issued, around 30 percent more than in the previous state election.

Election campaign and issues

In retrospect, political scientist Kathrin Stainer-Hämmerle described the election campaign as “pleasantly factual”. She was surprised to find that there was no longer any talk of the previous three-party coalition made up of the SPÖ, ÖVP and the Greens, which was originally intended for two legislative periods.

A week before the election, an elephant round was broadcast on ORF . The top candidates of the candidate Landtag and parliamentary parties , Peter Kaiser (SPÖ), Gernot Darmann (FPÖ), Christian Benger (ÖVP), Rolf Holub (Die Grünen), Gerhard Köfer (Team Carinthia) and Markus Unterdorfer-Morgenstern (NEOS) met at an ORF press hour in the ORF regional studio in Carinthia, moderated by editor-in-chief Bernhard Bieche and politics editor Martina Steiner.

The question of possible coalitions after the election was controversially discussed, since this was the first election after the reform of the state constitution and the abolition of proportional representation and not all parties are automatically represented in the Carinthian state government above a certain size. None of the candidates wanted to commit to a specific coalition, but the Greens decidedly ruled out a coalition with the FPÖ. A new edition of the previous three-party coalition was rather rejected.

Other topics were the country's debts and thus Hypo Alpe Adria and Heta Asset Resolution , the three-party coalition claimed to be freed from the Hypo-Heta legacy. There was also debate about emigration and urbanization , the issue of unemployment and health care . In addition, Gernot Darmann reported a rumor that Peter Kaiser should take over the Federal SPÖ from May 2018 and Gaby Schaunig should succeed him . Kaiser dismissed this claim as an "outright lie".

The ÖVP Carinthia declared to lead a regionalized team election campaign. While Federal Chancellor Sebastian Kurz was present on billboards in the cities, the Carinthian ÖVP top candidate Christian Benger was presented on posters in the valleys and regions, alongside the Carinthian ÖVP ministers Elisabeth Köstinger and Josef Moser .

Parties

Ten parties had submitted lists of candidates:

SPÖ

On July 1, 2017, the SPÖ Carinthia presented the candidates for the 2017 National Council election and also for the 2018 state elections. The list for the state elections was headed by Governor Peter Kaiser .

FPÖ

The FPÖ presented its candidates for the state elections on December 12, 2017. The top candidate was Gernot Darmann .

ÖVP

The ÖVP Carinthia announced the list of candidates for the 2018 state elections on July 10, 2017, with Christian Benger being the top candidate .

GREEN

The Green Carinthia elected their list of candidates on July 1, 2017. Rolf Holub was confirmed as the top candidate with almost 90 percent of the votes.

TK

The former team Stronach Kärnten has been performing under the name Team Kärnten since December 2014 . From October 2016 the name was "Free Team Carinthia - List Gerhard Köfer ".

BZÖ

In June 2017, Helmut Nikel Johanna Trodt-Limpl succeeded as regional party leader of the BZÖ Carinthia. In July 2017, Johanna Trodt-Limpl and Wilhelm Korak, the last two federal state parliament members of the BZÖ, left the party. In November 2017, the BZÖ announced that it wanted to run for the state election with Helmut Nikel as the top candidate.

Responsibility EARTH

The list “Responsibility Earth”, founded in 2015 by Villach municipal councilor Sascha Jabali, announced in January 2018 that it had received the 400 declarations of support required for the state elections. The top candidate was Gerald Dobernig.

NEOS - My Southern Carinthia - Moja Južna Koroška

NEOS ran together with the voting platform Mein Südkärnten - Moja Južna Koroška. In January 2018, the entrepreneur Markus Unterdorfer-Morgenstern was elected as the top candidate at the general meeting.

FAIR

The former state spokeswoman for the Carinthian Greens , Marion Mitsche, was elected to the relatively hopeless ninth place on the state list by her Green Party in early July 2017. As a result, she announced in August that she would found a new movement called FAIR ( For All Interested Reformers ) with the former Klagenfurt club boss Thomas Winter-Holzinger and Althofen's city councilor Wolfgang Leitner , with which she would run in the 2018 state elections. Party color became yellow-purple instead of green.

KPÖ and Independent Left / Levica

The Austrian Communist Party ran together with independent candidates with the list of KPÖ and Independent Left / Levica in only three of the four constituencies. The top candidate was Bettina Pirker.

Other

Peter Kolba from the list represented in the National Council Peter Pilz announced in December 2017 that the list would not run in the state elections in Carinthia in 2018. The Free List Austria announced in September 2017 that it would run in the state elections. Martin Rutter , who was excluded from the Stronach Carinthia team in September 2017 , announced in October 2017 that he wanted to found his own party and run in the state elections.
