The provincial government Kaiser II forms the current Carinthian provincial government in the 32nd legislative period . In it, the SPÖ and the ÖVP form a coalition .

history

In June 2017, the Carinthian state parliament decided with the votes of the government coalition ( SPÖ , ÖVP and Greens ) as well as the Carinthia team to reform the state constitution and abolish proportional representation . Until the state elections in 2018 , all parties above a certain size were automatically represented in the Carinthian state government according to the principle of proportional representation.

Exploratory talks

After the state election on March 4, 2018, in which the SPÖ had won four seats and thus had 18 of the 36 seats, which meant that no majority was possible against the Social Democrats, the SPÖ began exploratory talks with all the other parties represented in the newly elected state parliament: the FPÖ , the ÖVP and the Carinthia team. The FPÖ team was led by Gernot Darmann , Gerhard Köfer led the talks for the Carinthia team and the previous Provincial Councilor Christian Benger for the ÖVP .

Coalition negotiations

On March 17, 2018, the SPÖ board members finally voted unanimously to start coalition negotiations with the ÖVP. The Carinthian ÖVP entered the coalition negotiations with the SPÖ, which began on March 20, 2018, with a team of eleven, led by Christian Benger. On March 28, 2018, negotiators Peter Kaiser (SPÖ) and Christian Benger (ÖVP) presented their government pact called the “Carinthian Coalition”. The SPÖ received five government seats, the ÖVP two. The division of units was also presented. The personal and sports agendas remained at Kaiser, plus the arts and culture. In addition to health and social issues ( Beate Prettner ) as well as finance, investments, development and research ( Gaby Schaunig ), there will be two further SPÖ government seats for municipalities, fire brigades and disaster control (SPÖ) and women, youth, integration (SPÖ). The ÖVP kept the agendas of economy, agriculture, tourism, and added infrastructure, road construction, hunting and fishing.

Resignation of Christian Benger

On April 4, 2018, Christian Benger announced his resignation as regional councilor and ÖVP regional party chairman, but he wanted to accept his mandate in the state parliament. From Benger's point of view, nothing should change in the coalition commitment. Governor Peter Kaiser thereupon spoke of a “massively shaken trust”, since at the end of the exploratory talks with the ÖVP the question had been explicitly asked whether the continuity of personnel would be maintained. The entire eleven-member VP negotiating team expressly affirmed this. Kaiser said he no longer felt bound by the agreements.

Benger's resignation was preceded by a letter that later became public, in which several Upper Carinthian mayors demanded a state council seat for the previous club chairman Ferdinand Hueter and threatened to split off if this demand was not met.

ultimatum

On the evening of April 4, Martin Gruber was nominated by the ÖVP state party executive to succeed Christian Benger. Gruber was also part of the ÖVP negotiating team; in the state elections on March 4, he received the most preferential votes of the ÖVP candidates with 3,375. The SPÖ issued an ultimatum to Gruber until April 5, 2018 at 8:00 p.m. and, in addition to the coalition pact that had been agreed so far, demanded that the unanimity rule actually envisaged in the new state constitution be suspended. Kaiser wants to enable majority decisions and prevent possible blockades by the coalition partner ÖVP. This would require an amendment to the state constitution. In addition, the ÖVP must also support projects for Carinthia at the federal level. ÖVP chairman Martin Gruber finally announced that his party would accept the terms of the SPÖ's ultimatum. In addition, he announced personnel consequences and a restructuring of the party.

Political scientists

Political scientist Peter Filzmaier spoke of permanent damage to its image : “The coalition got off to a much worse start than expected and hoped for. Whatever the reasons, a personally motivated resignation of the ex-ÖVP boss, an ÖVP-internal intrigue in Carinthia or a completely messed up master plan by whoever. As an ÖVP you have less than before. You remain a government partner, but you can be outvoted. "

Political scientist Kathrin Stainer-Hämmerle described the demand to abandon the unanimity principle as a “brilliant idea from the point of view of the SPÖ Carinthia, because for many decisions only the state government and not the state parliament is responsible. The SPÖ could thus act like a single government ”. Christian Benger's resignation did not surprise her, as the signs of this had intensified after the state elections. But the timing was chosen surprisingly.

Further development

On April 7, 2018, the "Carinthian Conference", 200 delegates of the SPÖ Carinthia, voted unanimously in Klagenfurt for the coalition pact with the ÖVP. In terms of content, it became known through the coalition pact that there should be free kindergartens and a location guarantee for all Carinthian hospitals.

On April 9, 2018, the designated ÖVP regional councilor and ÖVP regional party chairman Martin Gruber presented Ulrich Zafoschnig as the future second ÖVP regional councilor. Gruber made the personnel decision alone, he had received a power of attorney from the party executive. Markus Malle was nominated as club chairman in the Carinthian state parliament , who succeeded Ferdinand Hueter .

The SPÖ also presented Daniel Fellner and Sara Schaar on April 9, 2018, the two other state councilors in addition to the governor's deputies Gaby Schaunig and Beate Prettner . The deputy members of the government were also decided. Kaiser is represented by Jochen Siutz, Beate Prettner by Isabella Rauter, Gaby Schaunig by Sandra Grutschnig, Daniel Fellner by Melanie Kraxner and Sara Schaar's deputy in the state government is represented by Sabine Hochkircher.

On April 11, 2018, Peter Kaiser and Martin Gruber signed the coalition agreement.

The constituent meeting of the Carinthian state parliament with the election and inauguration of the state government Kaiser II took place on April 12, 2018. In the state parliament meeting on May 9, 2018, the principle of unanimity for decisions in the state government with the votes of the SPÖ and ÖVP was repealed.

On April 15, 2019, the resignation of Ulrich Zafoschnig as regional councilor for health reasons became known, Sebastian Schuschnig was nominated as his successor by the party executive of the ÖVP Carinthia . Schuschnig was elected and sworn in in the state parliament on May 9, 2019.
