State government Zernatto II
The provincial government Zernatto II formed the Carinthian provincial government from its election on June 7, 1994 until the inauguration of the provincial government Haider II on April 8, 1999.

The state government was elected after the state elections in 1994 , in which the SPÖ emerged as the party with the strongest mandate despite heavy losses. However, since the SPÖ and the FPÖ had not been able to agree on a coalition, the SPÖ entered into a coalition with the ÖVP, which was subsequently able to appoint the governor again, even though it was only third in the state elections. Due to the blockade of the election by the FPÖ, the state government could only be elected in the 7th session of the newly elected state parliament.
In the 7th session, Christof Zernatto (ÖVP) was elected governor with 20 out of 36 votes on the basis of an election proposal by the SPÖ, which was supported by the ÖVP. 16 votes were invalid, 13 of which were marked with the addition "Ambrozy". The provincial governor's deputies and provincial councilors, however, were assigned on the basis of the proportional representation system . Deputy Governor Michael Ausserwinkler (SPÖ) and Mathias Reichhold (FPÖ) achieved 21 and 16 valid votes out of 36. In the election of the regional councils 36 votes were cast, with Dietfried Haller (SPÖ) and Karin Achatz (SPÖ) 23, Jörg Freunschlag (FPÖ) 16 and Robert Lutschounig (ÖVP) 19 valid votes.
As early as November 11, 1994, there was a major personnel rogue within the FPÖ government team. Mathias Reichhold moved to Parliament at Jörg Haider's request and cleared the place for Karl-Heinz Grasser as Deputy Governor. Jörg Freunschlag , on the other hand, moved to the Landtag as 2nd President of the Landtag and was replaced by Elisabeth Sickl . Karl-Heinz Grasser received 12 valid votes out of 35 votes cast, Elisabeth Sickl received 14 valid votes out of 35 votes cast. After Grasser's departure from the private sector, Reichhold returned to the office of Deputy Governor.
